Six Major Notices On Subsidy Advance Funds For 2015 Cotton Target Price Reform

According to the Ministry of Finance's Decision on Allocating 2015 Xinjiang Uygur Autonomous Region cotton Notice on Subsidy Fund for Target Price Reform (CJ [2015] No. 839) unginned cotton For the sales volume, the subsidy fund for 2015 cotton target price reform in your prefecture (city) is now allocated RMB 10000, and relevant matters are notified as follows:

1、 Basic principles for allocation and cashing of advance funds:

1. The total amount of advance funds this time is 8 billion yuan, which is distributed to all prefectures (cities) according to the sales volume of seed cotton at 24:00 on October 31, and all prefectures (cities) distribute the advance funds to all counties (districts) according to the same method.

2. When cashing subsidy funds, all counties and cities (districts) shall uniformly follow the sales volume information of seed cotton on the "Xinjiang Cotton Management Information Platform" at 24:00 on October 31 and the subsidy advance fund cashing standard determined by the autonomous region. The subsidy cashing standard is 1.2 yuan/kg.

2、 After receiving the subsidy advance funds, the financial departments of each prefecture (city) must distribute them to the "special account for food risk fund" of the county (city) (district) within 5 working days.

3、 After receiving the subsidy advance funds, the county/city/district people's government shall organize the finance, development and reform, agriculture and other departments to break down and implement the information to each township (town) level by level according to the sales volume of seed cotton by 24:00 on October 31 of the "Xinjiang Cotton Management Information Platform". The township (town) government shall, based on the sales volume of seed cotton and the subsidy payment standard broken down and implemented by the county (city) (district), combine the cotton planting area of cotton farmers and the invoice provided when necessary and other information, prepare the "Subsidy Publicity Form" with the village as the unit, and publicize the subsidies for at least 5 working days; After there is no objection to the subsidy publicity, the subsidy summary table shall be summarized and submitted to the county/city (district) development and reform department and the financial department for review; If there is no error in the review, the financial department shall redeem the subsidy funds through the agricultural subsidy "all-in-one card" system. When cashing subsidy funds to agricultural production and operation units, all localities shall follow the relevant provisions of the Interim Measures for the Use and Management of Subsidy Funds for Xinjiang Cotton Target Price Reform (XCJ [2015] No. 488).

4、 Financial departments at all levels are requested to actively report to the local government, work well with the local development and reform, agriculture and other departments, and assign special personnel to take charge of the allocation of subsidy funds, information generation and transmission, bank card printing and other work, and track the whole process to ensure that subsidy funds are cashed in time. The deadline for cashing this advance fund is December 20, 2015. All localities must complete the cashing of subsidy funds on schedule.

5、 Financial departments at all levels are requested to do a good job in the supervision and management of subsidy funds in accordance with the relevant provisions of the Measures for the Supervision and Management of Subsidy Funds for Xinjiang Cotton Target Price Reform Pilot. When cashing subsidies, it is necessary to strictly review and check, and effectively prevent the occurrence of such problems as "false invoices", "rotary cotton" and other fraudulent subsidy funds. No unit or individual is allowed to withhold cotton farmers' subsidy funds for any reason. If the autonomous region finds that cotton farmers' subsidy funds are withheld for reasons such as "offsetting the amount payable and charging fees", it will seriously investigate the responsibilities of relevant units and individuals in accordance with relevant regulations; If it is suspected of committing a crime, it shall be transferred to the judicial organ for handling according to law.

6、 Financial departments at all levels are requested to report the payment of subsidy funds to our department from December 1, 2015 in accordance with the relevant provisions of our Department's Notice on Carrying out the Daily Work of Financial System Information on the Reform of Cotton Target Prices (XCJ [2014] No. 498).
