Orders For Textile And Clothing Export Warming Have Hidden Worries From Southeast Asia.

Whampoa Customs recently released textile and garment export data from 1 to April this year. According to customs statistics, Dongguan exported from 1 to April this year.

And clothing accessories totaled 8 billion 980 million yuan, an increase of 9.4% over the same period, continuing to show a warming trend.

Data are good for the global economy, but in recent years, the export orders of Dongguan's textile, clothing and footwear have been hidden by emerging markets such as Southeast Asia, due to the impact of raw materials, labor costs and the reflux of manufacturing industries in western countries.

In the long run, some experts have pointed out that Dongguan should learn from the development path of the fashionable cities in the developed countries of Europe and the United States, and integrate the resources of Humen's clothing, Dalong Mao, Houjie shoes and Changan accessories from the municipal level.

The industrial belt should deal with a new round of manufacturing crisis.

Export growth to EU reached 35.6%

Textile and garment export data are getting warmer. In the view of the industry, the data "looks good".

In fact, from the middle of 2014, with the warmer economic environment in Europe and the United States, many enterprises in Dongguan had more orders than in 2013.

From 1 to April this year, the EU, China, Hongkong and the United States are the three main export markets.

Among them, Dongguan exported 2 billion 330 million yuan to the EU, an increase of 35.6%, exports to the United States 2 billion 80 million yuan, an increase of 6.8%, exports to Hongkong 1 billion 650 million yuan, a decrease of 13%, and 3 of the total exports accounted for 67.4%.

In addition to the global economic situation, the main reason for the growth of the textile and garment industry in 2014 is that it first benefits from policy support.

Since 2014, the State Council has issued a series of policies and measures to stabilize the growth of foreign trade. It has introduced a new number of measures to promote the development of cross-border e-commerce and the comprehensive services and support policies of foreign trade enterprises, which has further improved the level of trade facilitation and alleviated the rising pressure on the comprehensive cost of foreign trade.

Second, we should attribute our efforts to the pformation and upgrading of enterprises, and enhance the export competitiveness of enterprises through measures such as information pformation and production line improvement.

According to statistics of relevant departments, at the end of 2013, in order to save costs, many textile and garment enterprises started with management, improved the monitoring efficiency through ERP management software, and solved the pressure of inventory to a certain extent.

"The pain of garment enterprises development is labor intensive. For example, the order quotation of a garment is calculated step by step from the aspects of fabric, plate making, processing and so on. It used to take at least 3 days."

Mr. Li, director of Dongguan Taifeng clothing, said that the price can be reported in 24 hours using information technology.

Mr. Li said that the use of ERP system to achieve meticulous management can also put many small orders together, through careful calculation, unified quotation, the cost price will obviously decline.

In addition to information technology, there are also a large number of enterprises to customize clothing development.

It can be said that the positive pformation of enterprises has played an important role in improving the export data of Dongguan's textile and clothing industry.

Southeast Asian countries: grab orders, the trend is obvious.

However, it is not optimistic that most textile and garment enterprises in Dongguan are engaged in brand subcontracting. Most of the textile and garment factories are labor-intensive enterprises. Only part of the processes can be replaced by machines. Considering the advantages of manpower, land and trade, the trend of production base migration can be further expanded.

Therefore, Dongguan is facing fierce competition from Southeast Asia and other countries. When enterprises are looking for export breakthroughs, they are faced with competition from many countries such as Kampuchea, Bangladesh, Vietnam, Pakistan, India and Sri Lanka.

According to reports, the textile and garment market in the United States mainly comes from China and Vietnam.

In 2014, China's textile and apparel exports to the United States amounted to 33 billion 450 million US dollars. In the first two months of this year, Vietnam's textile and clothing exports amounted to US $3 billion 400 million, an increase of 15.8%, a record high. In March, Vietnam's exports of garment textiles to the EU increased by 7.5%. As the world's second largest exporter of textile and garment industry, India also announced the 2015 to 2020 foreign trade policy recently. The focus of the new policy is to promote textile and clothing exports.

"The labor force in Southeast Asian countries is relatively cheap, especially in those countries where tariffs are relatively low, and even some countries such as Bangladesh and Kampuchea have implemented a zero tariff policy. This has made Dongguan vulnerable to competing with foreign countries in these countries and regions."

Dongguan textile and apparel industry association related personages analysis, the European Union, the United States and China Hongkong is the Dongguan clothing export's old market, the influence which the big environment changes is not big, but also should see, the market share has the reduction tendency.

There is also a view that although Dongguan has some advantages in design, technology and other aspects compared with these countries and regions, it has to admit that these countries and regions are trying to narrow the gap with Dongguan. Competition from these countries and regions should not be underestimated.

In addition, textile and garment enterprises have been troubled by the appreciation of the renminbi and the sharp rise in raw material prices.

At present, many orders have been sent to Vietnam, Kampuchea, India and other competitors.

It can be seen that orders are pferred to newly emerging manufacturing countries with lower cost.

Fashion industry is difficult to land.

There has been a remarkable leap in the clothing and footwear industry in Dongguan. At present, it is pforming to the "smiling at the two ends", but from the long term path of industrial development, manufacturing traditional industrial product thinking has been unable to meet the diversified and personalized needs of consumers.

The economic and Trade Department of Dongguan University of Technology once said that Dongguan started from a higher purpose.

First of all, Dongguan has all the three elements of the fashion industry and has the unique conditions for developing the fashion industry.

Dongguan should not only insist on changing from simple manufacturing to high-end R & D design, advanced manufacturing and brand marketing, but also learn from the development track of fashion industry in the developed countries.

For example, Dongguan should integrate the existing industrial resources from the perspective of the fashion industry, break the pattern of self governance in the town streets, form a consensus on industrial development, and jointly create the Dongguan fashion industry belt, that is, Houjie Humen Changan Songshan Lake Dalang Yellow River Tangxia, a high level international one-stop fashion industry sourcing center, with a combination of entity operation and e-commerce, to expand the domestic and foreign markets, especially the domestic market.

Further, Dongguan should co-ordinate the high level marketing of fashion industry at the municipal level, and jointly organize high-level fashion exhibitions including three levels of fashion industry.

Through these measures, we can get rid of the constraints of the fashion industry and build Dongguan's fashion industry carrier.

However, this view is hard to implement in reality.

On the one hand, the overall advantages of the fashion industry must be eliminated from the economic barriers of the town streets. Humen clothing, Dalong Mao, Houjie shoes and Changan accessories should be closely integrated and complementary. This is a huge project that needs to be promoted from the municipal level.

"Grasping big projects and supporting strategic emerging industries is the main measure to enhance regional competitiveness in Dongguan at present. The official attention to the traditional dominant industries seems to be somewhat neglected."

An anonymous insider said.

"The industrial chain can not release comprehensive potential energy, or at a low level and small scale. It is a pity that these living fashion elements have not been examined from the perspective of fashion industry."
