To build "Broadband City", "wireless city" and "optical network city", fully support the construction of smart Shenyang, enhance the happiness index of citizens' lives, and promote the development of new industries such as mobile Internet, Internet of things, big data and cloud computing.

Pan Liguo said that network infrastructure is an important part of urban infrastructure and the cornerstone of smart city construction.
