Wuhan Free Trade Zone To Promote The Pilot Project And Advance Test

Jia Yaobin, executive vice mayor of Wuhan, said in an interview with reporters on 29 July that the core of the construction of the FTA is independent innovation.

Wuhan will promote innovation through opening up, deepen its opening up through innovation, and try ahead in the construction of free trade zones.

It is reported that Hubei has been planning to declare the inland free trade area with the East Lake high tech Zone as the main body. After the approval of the two batch of FTA pilot projects in Guangdong, Tianjin and Fujian, Hubei Wuhan has a high voice as the third batch of pilot projects.

Jia Yaobin said that in the construction of the free trade area, Wuhan has implemented the strategy of first trial and active declaration of synchronous promotion, adopted "walking on two legs", and promoted the rapid economic development through independent innovation.

In 2014, the city increased 136 thousand and 800 new market entities, an increase of 26.4%, the largest in recent years, a 9855 increase in net business, an increase of 62.33%, a net increase of 49 billion 400 million in registered capital and a net increase of 156.17%.

In July 2014, the Wuhan municipal government passed the implementation plan of the East Lake high tech Zone pilot project (Draft). It plans to start 42 specific work in advance, and carry out the pilot work of the free trade zone in the 518 square kilometers (including the East Lake comprehensive insurance area) of East Lake high tech Zone.

According to the plan, the East Lake hi tech Zone will undergo 1-2 years of reform experiments, providing a reproducible and popularized system for Hubei Wuhan's comprehensive reform and opening up, laying the foundation for the successful declaration of the Inland China (Hubei Wuhan) FTA.

The tasks of the pilot work include the following seven tasks, namely, trade facilitation, investment liberalization, administrative system innovation, technological innovation, financial system innovation, open service industry and tax policy improvement in East Lake hi tech Development Zone. In the light of the actual situation of high-tech zones, 12 kinds of reform measures are proposed from the following four aspects: Policy approval and service, scientific and technological innovation, science and technology finance, and opening wider to the outside world.

Jia Yaobin said that as of now, Wuhan has implemented 38 projects and 4 are advancing.

The National Independent Innovation Demonstration Zone Ordinance was examined and approved by the thirteenth session of the Standing Committee of the twelve Hubei Provincial People's Congress.

The Ordinance gives Wuhan East Lake New Technology Development Zone administrative authority more rights in the form of law. At the same time, it makes clear provisions in industrial guidance, scientific and technological innovation, financial services, personnel support, open cooperation and so on, providing system guarantee for the "first trial" of high-tech zones, and further creating conditions for the declaration of the free trade area.

The city will actively strive to be awarded the national level FTA, and at the same time, based on doing its job well, it will increase the chips for the declaration.

In 2015, Wuhan will make efforts in three aspects on the issue of first trial: first, to implement four things that have not been completed last year; two, to push forward the 60 tasks put forward this year, while advancing the first trial of the free trade area, and to implement the experience of the Shanghai free trade zone as soon as possible in accordance with the requirements of the Central Committee; and three, to push the regional work of the customs supervision zone to a solid level.

The work has been done well, and it will be important for both the free trade area and the open policy.

Jia Yaobin said that the operation of Wuhan East Lake comprehensive bonded zone is very good. The operation of bonded logistics centers in Dongxihu is in the forefront of the bonded logistics centers throughout the country. Recently, Wuhan is declaring the comprehensive bonded zone of Xingang airport.

At the same time, Wuhan will build five major platforms -- bonded exhibition platform, mass commodity trading platform, international bio pharmaceutical bonded platform, import consumer goods platform and cross-border e-commerce platform, and push forward the work of opening up to the outside world.
