The provincial Party committee and the provincial government have approved the leather industry base as a provincial Development Zone, and have clearly defined the sole base for the development of leather industry in the province. It is also a "pfer and demonstration base for Chinese leather making" built by the China Light Industry Federation, the China Leather Association, the Liaoning Provincial People's government and the Fuxin Municipal People's government.

The leather industry base in Fuxin has a planned area of 10 square kilometers, with six major functional areas, including tannery processing area, leather processing area, trade logistics area, Central Business District, power and sewage treatment area, staff housing and business service area.

Planning investment of about 13 billion 800 million yuan, eventually forming 30 million mark Zhang tanning processing capacity and the corresponding leather products production capacity, the total number of production enterprises reached about 300 households, the annual sales volume of local trade and products is about 96 billion yuan, GDP is about 34 billion 200 million yuan, and the tax revenue is about 7 billion 500 million yuan, which provides about 120 thousand direct jobs for the society.

Up to now, the leather industry base has completed the 4.5 square kilometers of land acquisition and "seven links and one flat" infrastructure construction in the south of the expressway. The leather industry base signed a total of 71 influential projects in Shanghai, such as Fu Guo, Shandong De Yuan and Zhejiang Mingxin, with a total investment of 7 billion 110 million yuan, including 25 enterprises completed and put into operation, 24 households in construction enterprises, and 22 enterprises to be started.
