Among them, 63921 samples from Beijing, the passing rate of 90.81%; Guizhou Fiber Inspection Bureau of Guiyang 13 production enterprises 14 batch of infant clothing. Spot check The pass rate was 85.7%; the Guangxi Provincial Administration for Industry and Commerce issued the bulletin on the quality inspection of children's clothing in circulation in 2014, and the pass rate of 31 batches of children's garments was 29.03%. The Zhejiang provincial quality and Technical Supervision Bureau organized the supervision and spot check of knitted apparel products, and sampled 46 batches of knitted apparel products from 46 enterprises in five regions such as Hangzhou, Ningbo, Wenzhou, Jinhua and Lishui. It failed to pass 7 batches and the batch failed rate was 15.2%. China is a large country of textile and garment production, and also a big exporter. Its industry threshold is low, and its small and medium enterprises are numerous. The enterprises have different degrees of awareness of integrity, risk and quality safety awareness. In addition, our country's clothing inspection is in line with the national uniform standard, some of the GB lagged behind the market development, some of them are ahead of the market development, and can not adapt well to the garment industry of our country.

It is understood that at present, the state's supervision and regulation on the production of products include regulations on the implementation of categories of supervision and management of production enterprises, measures for the management of exemption from inspection of import and export commodities, the administrative measures for the demonstration and supervision of export commodities, the basic safety technical specifications for national textile products, the quality law of the people's Republic of China, the product quality law, and so on, and limit the chemical indexes such as formaldehyde content, pH value and color fastness.

To some extent, the regulation has played a role in restraining the production management of enterprises, and now many regular enterprises in China have their own clothing testing centers, which shows that enterprises have a deep understanding of the importance of clothing safety. However, due to the huge differences between domestic and international standards, foreign brands failed to be tested domestically, while domestic textile and garment industry lacked leading enterprises and lacked bargaining power in quality. Because of the lack of certain economic strength, small businesses are eager to make small profits and use cheap raw materials, resulting in frequent "quality gate" of textile and clothing.

To control unqualified products, we must identify the key points and manage them together.

In recent years, a large number of media have disclosed the quality of clothing, which has made the industry panic. The author believes that to solve the quality problems of textile and clothing, we must guard against the need for micro prevention.

First of all, enterprises must be self disciplined. We all know that quality is the most basic condition for the survival and development of an enterprise. Therefore, only by strengthening supervision, improving penalties, improving laws and regulations, and using the power of the media can we effectively control the quality of textile and clothing.

Finally, consumers should improve their consumption consciousness. Basic clothing labels should be understood. Enterprises should not blindly pursue low prices, but should attach importance to quality, especially the choice of infant clothing. At the same time, consumers should have a strong sense of rights protection. If clothing products are found to affect their own health, they should actively report to relevant departments.

In short, in view of the unqualified phenomenon of textile and garment products, the government should strengthen administrative penalties and make use of the supervision of the media to urge textile and garment enterprises to attach importance to product quality from the source and regard brand reputation as their life. At the same time, trade associations should also actively guide and launch a mechanism to restrict merchants' brand coercion, and cooperate with the media and consumers' supervision by public opinion to achieve good results.
