Up to now, China has promulgated and implemented 11 laws, namely, the law of practicing doctors, the population and family planning law, and formulated 39 administrative regulations, namely, the regulations on the administration of medical institutions and the regulations on the family planning work of floating population, and promulgated 136 rules and regulations of the provisional regulations on the registration of medical practitioners and the practice of family planning technical service institutions.

The national health and Family Planning Commission has improved the major administrative decision-making procedures and rules, established a major risk assessment mechanism for health care planning and social stability, and coordinated auditing mechanism, and promoted major policies to coordinate with each other. At the same time, we should improve the comprehensive supervision and management system of health and family planning, establish a unified and efficient comprehensive supervision system for health and family planning, strengthen the law enforcement force at the grass-roots level of medical and health care and family planning, and improve the grass-roots law enforcement agencies.

The national health and Family Planning Commission has also improved the mediation mechanism for social disputes and disputes, and improved the working mechanism of medical disputes prevention and disposal in the areas of comprehensive administration, public security, judicial administration, health planning, insurance supervision and other departments, and established the third party medical dispute resolution based on the people's mediation as the main mode. mechanism We should promote the medical liability insurance system to provide protection for preventing and resolving medical disputes. In order to give full play to the role of administrative reconsideration in resolving contradictions and disputes, the Committee persisted in moving forward and intervening in advance, and tried to resolve administrative disputes in the initial stage and administrative procedures. In the first half of this year, the Commission accepted 22 administrative reconsideration cases. After hearing, 11 pieces of reconsideration were rejected, 8 were rejected, 1 were identified and 2 were reconsidered.

Cancellation of approval matters in accordance with the law

Since the establishment of the national health and Family Planning Commission, the functions of the health and family planning departments have been scientifically defined, and the functions of health and family planning institutions and trade associations should be rationally divided. Implement the State Council's deployment and requirements, and continue to cancel the administrative examination and approval matters. At present, the Commission has cancelled 6 administrative examination and approval matters, namely, the accreditation of chemical toxicity identification agencies, the approval of investors from Hong Kong, Macao and Taiwan in the mainland, and the qualification accreditation of human organ transplant practitioners. We should further optimize the examination and approval procedures, standardize service standards and improve the efficiency of examination and approval. We should actively guide the local health and family planning administrative departments at all levels to do well in the capacity building of the administrative examination and approval items, and avoid the management of vacuum and prevent the absence of supervision.

At the same time, the committee also attaches great importance to the publicity and education of the legal system, earnestly implements the "65" plan for popularizing the law, completes the propaganda and education of legal system under the new situation, and studies the Constitution and relevant laws and regulations, and constantly improves the legal literacy and awareness of the rule of law of the whole system, especially the leading cadres at all levels.

Recently, the seminar on celebrating the promulgation of labor law 20th anniversary and the innovation and expansion of labor legal services under the new economic situation was held in Changsha.
