Zhangzhou Issued Documents To Regulate Conference Fees, Travel Expenses And Training Fees Of Municipal Authorities.

Recently, I learned from the Zhangzhou Municipal Finance Bureau that a few days ago, the administrative measures for meeting expenses of municipal organs in Zhangzhou, the administrative measures for travel expenses of municipal organs in Zhangzhou, and the administrative measures for training fees of municipal authorities in Zhangzhou were adopted by relevant departments of the municipal government and put into effect.

In accordance with the spirit of promoting strict economy and opposing waste, the new regulation has increased the "four kinds of meetings" on the basis of the original one or two or three categories of meetings, including small seminars, seminars, accreditation meetings, etc., and has clearly standardized the examination and approval of the conference fees, travel expenses and training fees of the municipal authorities, and the standard of office accommodation for office staff is 450~500 yuan / day.

Subdivision meeting type added "four kinds of meetings"

On the basis of the original one or two or three categories of meetings, the new rules will be divided into four categories, namely, the "four categories of meetings". The small seminars, seminars and accreditation meetings can be reduced to four types of meetings.

One session is the plenary meeting of the municipal Party Congress, the Municipal Committee, the Municipal People's Congress, the municipal CPPCC plenary session, the Municipal Commission for Discipline Inspection and the municipal government.

The two kind of meetings, namely, the municipal Party committee, the Municipal People's Congress, the municipal government, the municipal Coordinating Committee of the municipal discipline inspection commission, convened and requested the participation of the comrades in charge of the counties (cities and districts); the representatives of the democratic parties and people's organizations; the commissions of all the democratic parties; the commendation meeting and the first Congress of the whole city (the advanced commendation Conference on special work) held by the municipal Party committee and the municipal government.

The three kind of meetings, namely, annual work meetings held by various units and other city wide meetings.

The four category of meetings, in addition to the above one or two and three types of meetings, includes other small business seminars, seminars, accreditation meetings, etc.

The three or four meeting will not exceed 1 days.

The new regulations require all units to strictly control the scale of meetings.

The one or two category of meetings shall be strictly controlled according to the requirements of the work according to the approval documents, and the sessions of the three or four meeting shall not exceed 1 days.

Two or three, the total time for reporting and leaving four types of meetings shall not exceed 1 days.

In terms of the number of participants, one or two types of meeting participants strictly limit the number of conference delegates and staff members in accordance with the approval documents.

The two category of conference staff is controlled by less than 10% of the delegates.

The three category of meetings shall not exceed 200 participants, and four categories of participants shall not exceed 50.

The two meeting shall not exceed 450 yuan per person.

The new regulations encourage the full use of modern information technology such as TVs, network video and so on to reduce the cost of meetings and improve the efficiency of meetings.

It is not possible to use teleconference and Internet video conferences to implement fixed-point management.

Among them, it is stipulated that three or four types of meetings should be held in four star rated hotels (including four-star) designated hotels, and at the same time, the conference rooms, auditorium, guesthouses, guest houses and training centers whose price is lower than the comprehensive quota standard can be regarded as the meeting place of the unit or the system.

The meeting with 50 participants and no representatives from other fields is held in principle in the conference room of the unit.

Conference rooms are mainly standard rooms, and no high-end suites can be arranged.

A class of meetings shall be subject to budgetary control, resident management and verification.

The two or three and four types of conference comprehensive quota standards are 450 yuan, 360 yuan and 320 yuan per person per day, respectively.

The reimbursement of the meeting strictly enforced the centralized treasury payment system and the official card management system, and prohibited the settlement in cash.

A business trip is no more than 500 yuan / day.

The standard of office accommodation for office staff is 450~500 yuan per day. The standard of business accommodation fee in Xiamen is 480 yuan per day except for 490 yuan / day in the city.

The standard of accommodation for provincial level personnel and other staff is 310~350 yuan / day, and the provincial standard is 320~340 yuan / day.

Food allowance outside the province except Xinjiang.

120 yuan per day, the rest of the province's standard is 100 yuan per day.

The allowance for meals in the province is 100 yuan / day.

The training fee is limited to 360 yuan per person.

It is understood that this is the first time in Zhangzhou for training fees clearly stipulated.

The training fee refers to the expenses directly occurring in the training of various units, including accommodation, meals, training venues, lecture fees, training materials, pportation costs and other expenses.

The training cost management method is clear, and the training comprehensive quota standard of each unit is 360 yuan per person per day.

Training within 15 days shall be controlled according to the comprehensive quota standard; over 15 days of training, exceeding the number of days shall be controlled by 80% of the comprehensive quota standard; over 30 days of training, exceeding the number of days shall be controlled according to the 70% of the comprehensive quota standard.

The annual training plan of each unit should be managed by centralized management before March 15th of each year. It should be reported to the municipal Party committee and the Municipal Civil Service Bureau for examination and registration.

The annual training plan is not allowed to be adjusted in principle once it is announced through audit.
