    US Customs Strengthens Verification Of Declared Value Of Textiles

    In recent exclusive interview with China apparel network, Li Xinyu, a lawyer of the US law firm, has reminded China's textile and garment export enterprises: the US Customs has recently strengthened the verification of the declared value of textiles.

    Because this is a mandatory law, domestic garment export enterprises should pay great attention to this and make sure that the export products meet the requirements of CPSIA.

    Secondly, after the abolition of the quota system, it is expected that the US Customs will strengthen the examination of intellectual property and the declared value of commodities.

    In the implementation of the quota system, the focus of the US customs law enforcement is mainly on the declaration of origin, the type of quotas and the number of declarations.

    Recently, we have repeatedly received customers' queries that the US Customs has questioned the price of the garments they declare, and requested that materials be provided to prove the authenticity of the paction price.

    Because tariffs on textile garments account for more than 4 of the US government's tariff revenue, it is expected that US Customs will further strengthen the verification of the duty paid price of textile garments in the future.

    The Chinese clothing export enterprises that have passed the United States Agency clearance should pay special attention to this problem. Their customs clearance agents should not be ignored when they receive the questionnaire of the United States Customs. This will lead to various adverse consequences, for example, the unilateral increase of the tax amount, the fine, the recall of goods, and the verification of the declared value of the imported garments.

    The correct way to deal with this problem should be to submit timely commodity samples and cost information to the customs to prove the authenticity of the paction price.

    China's garment exporters through customs clearance in the United States should also pay attention to the increasing number of fraud against Chinese export enterprises in recent years.

    Because of the factors such as poor domestic information, being controlled by people and problems with the goods themselves, China's clothing export enterprises lack any preventive measures against these fraudulent practices.

    Finally, the effect of 100% X optical scanning on clearance time is discussed.

    US Customs has begun the so-called 100% X optical safety scanning for air cargo, and is expected to affect all imported goods step by step.

    The time needed for security scanning is taken into account to avoid delay in delivery.

    From the point of view of business, Li Xinyu's lawyer also put forward his advice to export enterprises: the first is not to blindly follow the so-called high-end product line without understanding the characteristics of the American market.

    Excellent clothing processing technology and skilled skilled workers are the traditional strengths of China, and domestic enterprises should not lose them.

    It is unrealistic to enter the US market with its own clothing brand exports.

    If you want to cultivate your own clothing brand, you should also start from the domestic market.

    Domestic enterprises should not ignore the characteristics of the international market and the textile and garment industry. In particular, we should not ignore the huge input of foreign brand holders in brand awareness and market trends.

    From the current situation, few domestic garment enterprises have the strength to compete with internationally famous brands with their own brands. One of the important reasons is the huge gap between the two sides in the experience of capital and market development.

    It may take 100 years or longer for Chinese clothing enterprises to develop their own internationally famous brands.

    Actively striving for foreign garment buyers to process OEM business is of great significance to the long-term development of Chinese garment enterprises and the improvement of domestic employment.

    My view is that even if Chinese manufacturers have their own international brands, China will not be able to give up the strength of clothing manufacturing and processing in the future.

    Recently, the policy adopted by the Chinese government to increase export tax rebates and adjust the margin of processing trade can be regarded as a kind of adjustment to one-sided emphasis on the high-end line since last year.

    Even without the international financial crisis, the state should do so.
