As a result, the quality of enterprises outflows, the quality of local products goes from bad to worse, and the high-density shoe industry is in a vicious circle.

In 2001, the Municipal Committee of Gaomi and the municipal government decided to clean up the shoe industry and rebuild its image.

The rectification work was led by the Gaomi City industry and Commerce Bureau. The industry and Commerce Bureau and the quality supervision and public security departments set up joint law enforcement teams to jointly encircle and suppress fake and shoddy products.

The joint law enforcement team believes that the top priority is to guide shoe-making businesses to consciously establish brand awareness.

They sent special personnel to the towns and villages that are relatively concentrated in the shoemaking industry, and organized businesses to learn the technology and relevant production standards of shoemaking, to enhance the awareness of law enforcement and publicity, and to enhance their law-abiding management, reputation and brand awareness.

At the same time, the joint law enforcement team strengthened supervision and inspection for shoe-making businesses and eliminated some shoemaking enterprises with backward processing technology and poor quality products.

The Gaomi City private association has actively guided shoe-making businesses to set up footwear associations, strengthen trade self-discipline, and organize shoe-making businesses to carry out technology gathering and development, so as to enhance their ability to resist market risks.

In recent years, the Gaomi City Footwear Association has held three shoe products exhibition fairs and organized more than 500 shoe making enterprises to participate in all kinds of large-scale footwear products exhibition.

The Gaomi City industry and Commerce Bureau has helped shoemaking enterprises establish and perfect the modern enterprise system, implement the trademark advertising strategy, and have done a lot of fruitful work in standardizing the development of the industry and rectifying the order of the market economy.

At present, there are 26 shoe making enterprises above Designated Size in Gaomi City. Among them, Shandong hayu Shoes Co., Ltd. and Gaomi Sheng De Shoes Co., Ltd. have all obtained the international product quality system certification, and the management level and product quality have reached international standards.

Shoemaker owners are keeping an eye on changes in domestic and foreign markets, increasing development efforts, and actively developing new products that meet market demand, forming five categories of fashion shoes, travel shoes, casual shoes, sports shoes and footwear, and more than 500 products. The products have entered more than 20 countries, including the United States, Britain, Germany, Italy and Canada.

At present, the Gaomi City industry and Commerce Bureau is actively guiding strong individual businesses to develop into limited liability companies, and guide qualified limited liability companies to develop joint stock enterprises and enterprise groups, expand the scale of enterprises, and further enhance the strength of enterprises.

The Gaomi City Footwear Association has perfected management, mutual aid and restraint systems, organized footwear manufacturers to unify quality standards, helped each other, and eliminated vicious competition; jointly established a shoe training center with technical schools, and nurturing professional technical talents; organized technical competitions to improve the production and management level of member enterprises; and provided financial support and guarantee for the sustainable development of member enterprises by means of association guarantee and joint guarantee.

The government of Gaomi City is organizing departments of industry and commerce, quality supervision, taxation and other departments, focusing on the theme of promoting the development of footwear industry, formulating service measures in the aspects of market management, brand building and technical training, so as to create a favorable environment for the sound and rapid development of shoemaking industry.
