Two. Qualifications of eligible bidders

Three. Qualification examination registration form and document

The potential bidder shall fill in the qualification examination form of the national reserve line silk auction (see Annex 1), together with a copy of the business license of the enterprise legal person, and submit it to the provincial commerce department (cocoon and silk Office) before October 24, 2012, and declare the material to use A4 specification paper and two copies.

Four. Qualification examination procedure

(1) the competent commerce department of the provincial level (cocoon and silk Office) conducts qualification examination for potential bidders in accordance with the above conditions, and reports the national competitive qualification examination form for qualified factories of the provinces (districts and municipalities) that have been examined and approved by the provincial level (October 26, 2012) before reporting to the National Cocoon and silk office.

Five. Competitive bidding and submission

(1) the bidder shall fill in the relevant contents in accordance with the format of the national reserve silk bidding list (see Annex 2).

Six. Competitive security deposit

Seven. Price opening and price review

(1) price opening time: 10:00 a.m. on November 6, 2012;

Eight. Signing and execution of contracts

(four) after confirming that all payments have arrived and the procedures are complete, the state cocoon and silk office will issue the "outgoing notice" and "outgoing list" to the successful bidding enterprises.

Successful bidders are required to take delivery of goods from the warehouse according to the "outgoing notice" and "outgoing list"; the bidders themselves undertake other expenses such as outgoing and pportation.

(five) the successful purchase of goods within 15 days from the date of the "outgoing notice" and "outgoing list" is not borne by the successful enterprise. If more than 15 days, the storage charge will be paid by the successful bidding company to the storage warehouse at the standard of 3 yuan per ton per day.
