Russia, as China's emerging export market for textiles and clothing, has come to the news in recent days.
Maxim Medvedkov, director of the Department of trade negotiations of Russia's Ministry of economic development, said that Russia will formally join the World Trade Organization (WTO) in August 23rd.
The further opening of the market has brought the Sino Russian trade belt to "the best time".
From the perspective of appearance, after Russia's accession to WTO, the most direct benefit of Chinese textile exporting enterprises is the concession of tariff.
After interviewed some Russian export enterprises and trade experts, reporters found that the deepest feeling was not the reduction of export tariffs.
Trade with Russia will develop towards standardization and pparency, which is the focus of the industry.
Tax rate reduction is limited
The news that Russia will join WTO this month has been the topic of heated debate among the parties.
Because of the high labor cost, Russia's light industry is lagging behind, and light industry products have maintained higher import tariffs, such as 12% of the tariff on wool textiles and 30% of leather clothing.
It has been reported that the average tariff level of Russia will gradually decrease from 9.5% now to 7.4% after its accession to the WTO, to 7.4% in 2013, to 6.9% in 2014 and to 6% in 2015.
The export cost of Chinese enterprises, especially textile and garment products, will be greatly reduced.
Liu Huaqin, deputy director of the European Research Department of the international trade and Economic Cooperation Institute of the Ministry of Commerce, said these arguments are too early.
She said to reporters: "at present, the Russian government has not announced the tariff reduction plan for imported textiles and clothing after China's accession to the WTO.
Even after the introduction of the policy, the expected rate of tax reduction will not be too great.
Liu Huaqin pointed out that for Russia, the most important significance of joining the WTO is to allow other countries to reduce or even abolish tariffs on imports of Russian goods.
This will help the Russian government to accelerate its goal of doubling its gross domestic product.
Therefore, the Russian government's trade policy formulation will be more inclined to the energy sector.
On the other hand, Russia has imported more than 60% of its imports from China, and the Russian government has no need to slash tariffs on textiles and clothing to promote the market share of Chinese products.
"The level of the tariff should be further discussed until the detailed rules are promulgated.
However, it is certain that after the entry of WTO, the Russian government will intensify its crackdown on "grey customs clearance" and the market management mechanism will become more standardized and pparent.

Market order will gradually standardize
For Chinese businessmen and "made in China" products, "grey customs clearance" has always been the biggest risk in the Russian market.
Once upon a time, in order to encourage imports and simplify customs procedures, the Russian Customs Committee allowed the "clearance" company to act as an agent for the importing business.
These companies, together with customs officials, have cleared the whole aircraft by parcel customs.
Customs duties such as customs clearance are only 1/2 or even 1/3 of customs duties.
Insiders told reporters that even if the case of the large container market was checked first, there will still be a "gray clearance" by Chinese businessmen to sell the goods to the major wholesale markets in Russia.
Liu Huaqin believes that textile and garment manufacturers who export to Russia through "grey customs clearance" can not be lucky.
After Russia's accession to the WTO, it will focus on building a normal customs and market environment, and will closely monitor the illegal entry of goods.
Once the goods entered illegally through illegal entry are investigated and dealt with, the enterprises will face huge losses.
Wen Weidong, general manager of Guangdong Sili international Limited by Share Ltd, has similar views.

After joining the WTO, Russia will integrate into the global economy under a more perfect legal system and a fair platform. The market will also tend to be standardized, and the vicious competition that is not conducive to the healthy development of enterprises will be reduced, which is absolutely a good thing for those enterprises that abide by the law and conduct market operation. "
It is understood that, in order to help enterprises enter the Russian market, in June 2010, Guangdong silk spinning group began brewing in Russia to set up a trading platform to display Guangdong famous products, especially textile products, after two years of planning.
At present, the platform has attracted many enterprises intending to enter Russia's clothing and light industry.
Wen Weidong said: "after Russia's accession to the WTO, I believe there will be more enterprises wishing to make a difference in Russia, and projects like" Guangdong business city "can also provide a broader development platform for enterprises under the standardized market mechanism.
Brand is the first opportunity to grasp business opportunities
In the past ten years, Russian trade and industry has been developing vigorously, and the welfare of residents has increased.
What is worth our concern is that due to the impact of the European debt crisis, Russian consumers' demand for Western expensive brands has declined, and the price of clothing at medium price has been favored.
The change of consumption habits has made room for marketable Chinese textile and clothing products.
In the first half of this year, under the environment of a very low foreign trade situation, China's exports to Russia's textile and clothing were eye-catching. According to the statistics of China Customs, the export volume of our textile and apparel exports to Russia reached US $3 billion 370 million in 1~6 months, an increase of 7.3%.
Over the same period, the total export volume of China's textile and clothing increased by only 1.6%.
Russia's textile and clothing exports show gratifying growth.
It is foreseeable that after Russia's accession to the WTO, the economic and trade exchanges between China and Russia will become more frequent.
Insiders pointed out that for those textile and garment enterprises eager to make a difference in the Russian market, they must establish a brand image, because in the Russian concept, the consumption idea of paying for the brand has been deeply rooted in the hearts of the people.
In an interview with reporters, the Minister of public affairs of Russia Embassy in China said that the quality of textiles and clothing produced by many Chinese manufacturers is no less than that of some international brands, and that the price is acceptable to the middle income consumers in Russia, and the products are of high cost performance.
However, because Russian consumers prefer international famous brand textile products, and Chinese textile products lack brand awareness, the demand for Chinese textile products in the Russian market is limited.
Liu Liansheng, general manager of Beijing Zhuzhou Shengshi group, believes that in addition to enhancing brand image, Russian consumers are increasingly demanding textile and clothing, and enterprises must pay attention to improving the design and quality of products.
Jing Zhu Sheng Shi Group is a cold clothing manufacturer specializing in Russia and other Eastern European countries. Liu Liansheng said that at present, the group has increased investment in product R & D design, and has invited Italy designers to make products more in line with the aesthetic needs of European consumers.
"Under the current rising labor costs, increasing investment is indeed a difficult decision.
But we can't just focus on the next two years.
After the opening of the Russian market, it is bound to attract more peers.
Only by continuously enhancing the competitiveness of products can enterprises achieve substantial development in this market.
