Hebei To Carry Out Pilot Work On Energy Saving And Emission Reduction Standardization For Key Enterprises

From the Hebei quality and Technical Supervision Bureau, this year, Hebei will take coal, metallurgy, chemical, coking, power, building materials, six energy consuming, water consuming industries and 221 key energy-saving enterprises in the province as the starting point, and carry out the pilot work of energy saving and emission reduction standardization.

As a resource producing and energy consuming Province, Hebei is restricted by the heavy industrial structure and fragile ecological environment. The situation of energy saving and emission reduction is more severe and urgent.

Some small iron and steel, small glass and small paper enterprises destroy the environment arbitrarily, and the phenomenon of high energy consumption and high pollution is serious.

It is understood that in order to ensure the realization of the goal of energy saving and emission reduction during the "11th Five-Year" period, Hebei took the lead of 221 key energy saving enterprises as the breakthrough point, and took the lead in implementing the pilot projects of energy saving and emission reduction standardization projects in the counties and cities (cities, districts) and enterprises with energy saving and emission reduction "double thirty".

We should accelerate the establishment of a mechanism for the revision and revision of energy saving and emission reduction standards with enterprises as the main body and combining production, teaching and research, and focus on R & D and vigorously promote the technical standards of energy saving, water saving, material saving and electricity saving, so as to accelerate the pformation of innovation and technological achievements in energy conservation and emission reduction to standards.

Taking the construction of key projects of energy saving and emission reduction as the starting point, focusing on the six energy consuming and water consuming industries and 221 key energy-saving enterprises in the province, the construction of energy consumption, water consumption quota and pollutant discharge standard system for high consumption industries is emphasized, making it an important technical basis for strengthening resource supervision, protecting the environment, adjusting the industrial structure, evaluating major projects, guiding the introduction of major projects, regulating the energy consumption of enterprises, and implementing the accountability system for energy conservation work.

We should speed up the establishment of a scientific, standardized and unified standard for the production process control of circular economy, vigorously promote the comprehensive utilization of resources and develop the standard system of circular economy, realize the source control and process control of pollution sources, and effectively improve the utilization rate of resources.

The Hebei provincial government set the goal of "energy saving and emission reduction in 11th Five-Year": by 2010, the energy consumption of Hebei's gross national product decreased from 1.96 tons of standard coal in 2005 to 1.57 tons of standard coal, reduced by about 20%; and the value of 10000 yuan industrial added value dropped from 77 cubic meters in 2005 to 49 cubic meters, reducing by 36%.

During the "11th Five-Year" period, the total discharge of major pollutants was reduced by 15%. By 2010, the amount of sulphur dioxide discharged from the 1 million 491 thousand tons in 2005 to 1 million 271 thousand tons, the chemical oxygen demand reduced from 661 thousand tons in 2005 to 561 thousand tons, the centralized treatment rate of urban sewage reached 70%, and the comprehensive utilization rate of industrial solid waste increased to more than 60%.
