In December 30, 2011, the Ministry of industry and information technology and the Bank of communications jointly signed the SME financial services strategic cooperation agreement, and Miao Wei, Minister of industry and information technology, said that in 2012, China will introduce a package of SME support policies and measures, and carry out "SME Service Year" activities, focusing on supporting innovative, labor-intensive, Entrepreneurial Small and medium enterprises, especially small and micro enterprises, strengthening guidance, improving services, and promoting the development of SMEs.

Miao Wei pointed out that small and medium-sized enterprises are the basis for promoting the steady and rapid development of the national economy. They play an irreplaceable role in prospering the urban and rural economy, increasing revenue, expanding employment, promoting scientific and technological innovation, and optimizing the economic structure.

However, due to the current complex and changeable international and domestic environment, some new situations and new problems have appeared in the development of small and medium-sized enterprises since 2011. Some SMEs are affected by multiple factors, production and operation difficulties, financing difficulties and financing problems become one of the main factors that restrict the development of small and micro enterprises.

The CPC Central Committee and the State Council attached great importance to the development of small and medium-sized enterprises, and issued a series of principles and policies.

In October 12th last year, the 175th executive meeting of the State Council studied and determined nine financial and fiscal policies supporting small and micro enterprises.

Miao Wei said that the Ministry of industry and communications signed the SME financial services strategic cooperation agreement with the Bank of communications. It is to implement the spirit of the 175th executive meeting and the directive spirit of the leaders of the State Council, and comprehensively implement the State Council's series of measures to promote the development of small and medium-sized enterprises.

Miao Wei pointed out that the Ministry of industry and commerce is the management department of small and medium-sized enterprises. It should give full play to the functions and resources advantages of the Ministry of industry and Commerce and commercial banks, continue to improve the credit environment of small and medium enterprises, especially small and micro enterprises, support the development of SMEs in line with the state's industrial policies, guide and promote the pformation of development mode of SMEs through financial services, speed up structural adjustment, and promote pformation and upgrading.

He also pointed out that according to the agreement, the content of cooperation will focus on supporting technological innovation, technological pformation, energy saving and emission reduction, and professional development of small and medium-sized enterprises, and jointly expand the third party financing services for SMEs. The Bank of communications will deepen the innovation of financial products for small and medium enterprises, provide financial services for small and micro enterprises, and reform internal systems such as tolerance of non-performing loans, due diligence, accountability, performance appraisal, recognition and encouragement, and so on.

Miao Wei stressed that the Ministry of industry and Commerce will implement the agreement as an important part of the "SME Service Year" campaign launched in 2012, earnestly fulfill the commitments and responsibilities of the agreement, and give full play to the role of co ordination, guidance and organization and coordination. Through strengthening communication and cooperation with the Bank of communications, the credit scale and comprehensive financial services provided by the bank to SMEs can be well used.
