Wen Jiabao pointed out that during the "11th Five-Year" period, China's energy conservation and emission reduction achieved remarkable results.

Wen Jiabao put forward five requirements: (1) efforts should be made to adjust and optimize the industrial structure and promote energy conservation and emission reduction.

We should speed up the development of modern industrial system and gradually increase the proportion and level of service industry.

Vigorously develop strategic emerging industries.

We should encourage new and advanced production capacity, speed up the elimination of backward production capacity, strengthen energy conservation, environmental protection, land and safety, and curb the excessive growth of industries with high energy consumption and high emissions and prevent the pfer of high polluting and high energy consuming industries to the western region.

Vigorously develop the circular economy.

We should reasonably control the total energy consumption, adjust the energy structure, vigorously promote the clean and efficient utilization of coal, and adjust measures to local conditions.

We should deepen the price reform of resource products and improve the price formation mechanism.

We should increase the support and guidance role of financial funds, implement preferential tax policies, and actively promote the reform of resource taxes and environmental taxes.

We should adjust import and export tax policies to curb exports of products with high energy consumption and high emissions.

We should strengthen energy saving power generation dispatching, implement DSM, implement contract energy management, and support and expand the energy conservation service industry.

On the basis of pilot projects, we should gradually establish a carbon emission trading market.

The construction and operation of sewage disposal facilities will be promoted.

We must work hard to formulate mandatory national standards and design standards for improving energy consumption and pollution emissions, and improve the methods of statistical accounting and monitoring.

Building energy efficiency should be scientific and reasonable to pform existing buildings, and actively develop green buildings and intelligent buildings to maximize energy conservation, land saving, water saving and material saving.

Traffic energy conservation and emission reduction should pay attention to the development of public pport, co-ordinate the development and optimization of the use of a variety of modes of pport, gradually improve vehicle emission standards, and actively promote energy saving and new energy vehicles.

We should promote the use of energy-efficient and energy-efficient products, promote green and low carbon consumption, and form an energy saving and environment-friendly mode of consumption and lifestyle.

All kinds of public institutions should play a leading role in the model, and state organs should set an example.
