In 2011, my Shaoxing County emission reduction task was: four major pollutants control targets COD, NH3-N, SO2 and NOX were respectively reduced by 2.6%, 2%, 3.2% and 3% over the previous year.

Around the provincial and municipal emission reduction tasks, the main pollutants COD, NH3-N, SO2 and NOX were formulated.

The plan is to reduce the total control tasks to towns, streets, development zones, county departments and key enterprises.

At the same time, we should strengthen data collection, grasp the dynamics of pollutant emission in a timely manner, strengthen information disclosure, and enhance the conscious behavior of enterprises to reduce emissions.

Structural adjustment and emission reduction

The county Party committee and the county government put forward 5 years' time. More than 80% of the printing and dyeing enterprises in the whole county gathered in the coastal industrial area, the number of printing and dyeing enterprises was reduced by 25%, and the discharge of printing and dyeing wastewater was reduced by 30%.

At present, 96 enterprises have signed a gathering agreement, the first batch of 23 printing and dyeing enterprises have been formally signed, 4 enterprises have started construction, and 1 printing and dyeing enterprises have been shut down as a whole.

Printing and dyeing enterprises are encouraged to use air flow dyeing machines instead of ordinary dyeing machines to reduce pollutant emissions. 400 airstream dyeing machines have been put into use in the county.

Implementing engineering emission reduction

Our county has started the installation and operation of the electronic flow valve and on-line monitoring facilities at the outfall of printing and dyeing enterprises in the county.

The monitoring platform is networked, and the real-time monitoring of the total amount and concentration of the incoming wastewater is carried out to ensure that the COD of the inlet water quality is below 1000mg/l, and the ammonia nitrogen concentration is below 35mg/l.

We will continue to promote the operation of "entering the pipeline and reaching the standard, handling the bid" and the construction of reclaimed water reuse project. At present, the county has built 206 sewage treatment facilities and 6 built houses, with a scale of 570 thousand tons / day.

There are 65 enterprises in the implementation of reclaimed water reuse, and the capacity of reuse is up to 200 thousand tons / day.

At the same time, we should accelerate the construction of desulphurization and denitrification of coal-fired thermoelectric units and the centralized collection and treatment of urban domestic sewage.

Cleaner production and emission reduction

By implementing cleaner production and improving the management level of enterprises, we should vigorously introduce and popularize clean production technologies such as cooling water recycling, light alkali recovery and terephthalic acid recovery, and implement zero discharge of clean water, and control pollutant emission and production from the whole process of production, and rely on scientific and technological means to promote management and emission reduction.

More than 160 enterprises in the county have passed the cleaner production audit, 9 enterprises have become provincial green enterprises, 32 enterprises have become municipal level environment-friendly enterprises, and 180 enterprises have passed the ISO14001 environmental management system certification.

Strict law enforcement and emission reduction

This year, the County Environmental Protection Bureau has launched the "sword" series of environmental protection.

Special law enforcement

4 actions; organize the remediation of lead-acid batteries and heavy metal pollution; conduct investigation and rectification of electroplating, lead-acid batteries, leather and tin foil processing enterprises in the whole county area; implement a stop production regulation for 2 lead-acid battery enterprises; and 10 home appliances plating and plate making enterprises carry out a time limit adjustment.

The disposal method of sludge in industrial enterprises in Shaoxing county has been formulated, measures for storage, pportation and disposal have been implemented, and sludge disposal behavior has been standardized.

In 1-6 months, the County Environmental Protection Bureau inspected 2707 enterprises (Times), and ordered 219 companies to make rectification notices.

At the same time, serious illegal or repeated offenders are exposed in the media.

Pollution control and emission reduction

The livestock farms in the Shaoxing section of the Cao E river diversion project have been cleared and moved. The area of the 16 breeding farms along the water diversion project has been measured, and the culture facilities and physical objects have been registered.

At present, 2 farms are within 100 meters away from the diversion works, and the county has accumulated more than 9000 mu in the 4 street areas.
