Chinese Shoe Enterprises Urgently Need To Learn To "Circumvent" Legality.

In view of the frequent restrictions imposed by Chinese enterprises on trade barriers, the Chinese government has begun to encourage Chinese enterprises to go out and export capital, invest and build factories locally and obtain proof of origin, so as to circumvent the pursuit of anti-dumping sticks.

In July 27, 2007, eleven ministries and commissions jointly issued the "opinions on promoting the construction of overseas economic and trade cooperation zones" (Draft for Soliciting Comments). In the draft, the industry location of overseas economic and trade parks is one of the industries that are more important than exports and are vulnerable to trade friction, such as textiles, clothing, shoes and hats, bags, furniture and small household appliances.

From the perspective of enterprises, many enterprises are facing the pressure of survival when the price of raw materials rises, the expectation of RMB exchange rate changes and the coal and oil pportation have not been alleviated. They are also ready to implement industrial pfer, open up the export of third countries to the European Union, or to set up factories in some less developed countries, and complete the corresponding processes abroad.

In July 2007, the Ministry of Commerce announced the 8 major foreign economic and trade parks approved by the Ministry of Commerce. SATRA is an international member organization, representing the highest level of footwear certification in the world. Adidas, Nike, Reebok and other international giants use or refer to SATRA standards.

For the typical case of Kangnai, lawyer Zhang Yi pointed out that "the overseas economic and trade cooperation park is dealing with anti-dumping relief measures, such as anti-dumping and countervailing measures." however, with the abuse of these means and international accusations, the countries headed by Europe and the United States have begun to adjust the direction of trade remedy and restrict the manufacturing enterprises from behind by hiding more technical barriers to trade. The best way for Chinese enterprises to break through these technical barriers is to participate in the formulation of technical standards.

Although the textile quota is about to be abolished, the anti-dumping duty on the footwear industry will be over by October next year, but the REACH act will undoubtedly put a new yoke on the enterprises.

But the news from China shoe net shows that until now, there are not many enterprises concerned about this problem, and fewer enterprises take corresponding measures.
