Food and beverage services, food safety supervision, drug administration to the community to advise the proposed safety credit "blacklist" catering 13 "red line" 3 additives.

Today (June 3rd) morning, the State Food and Drug Administration issued a management method of food and Beverage Safety Supervision credit files (Draft).

The draft pointed out that a "blacklist" system for food and beverage safety credit will be established.

Build electronic files

The second chapter of the draft is "supervising the contents of credit archives". "Food and drug administration should establish regulatory credit files, support and encourage the establishment of electronic regulatory credit files.

The main contents of the credit archives of food and beverage safety supervision include the name and address of the catering service provider, the legal representative (the person in charge or the owner) and other information.

The contents of the credit files also include: daily supervision and inspection; supervision and sampling inspection; special inspection and rectification work; quantified and classified management; effective health certificate, training qualification certificate and training record for food safety management personnel; investigation and treatment of illegal behavior; complaint handling; food safety responsible person's interview record; and announcement and exposure of food service providers listed on the blacklist.

3 years into the "blacklist" 3 times do not extend the permit

The fourth chapter of the draft opinion "supervision of the use of credit files" indicates that food and drug administration departments at all levels should establish a "blacklist" system for food and beverage safety credit, strengthen supervision over dishonest enterprises, and advocate integrity management.

There are 13 articles related to the "blacklist", of which 3 are related to additives, namely: processing food with non food ingredients or adding chemical substances other than food additives and misusing food additives in food; failing to record and publicized food additives in accordance with the regulations; and purchasing and using foods and raw materials, food additives and food related products which are prohibited by the state from production or operation or from unknown sources.

The fourth chapter nineteenth also stipulates that the catering service providers who are included in the "blacklist" regulation shall be subject to key supervision.

Entering the "blacklist" behavior involves 3 additives.

1. processing food with non food ingredients or adding chemical substances other than food additives in food and food additives.

2. failing to record and publicized food additives in accordance with regulations

3. procurement and use of food and raw materials, food additives and food related products prohibited by the state from production or operation or from unknown sources

4 penalties

Issuing regulatory notices or exposing them to society

2 years are not allowed to undertake catering activities for major events.

There are other illegal activities and heavier penalties.

The catering service providers who are included in the "blacklist" for more than 3 consecutive years within 3 years will not be allowed to extend the catering service license in the next 3 years.
