    Countermeasures For Protecting The Rights And Interests Of Migrant Workers

    Migrant workers are an important part of industrial workers and an important mass foundation for our party to govern. Earnestly safeguarding the legitimate rights and interests of migrant workers is related to the consolidation of the ruling base and ruling position of the party. Since the Seventeenth National Congress of the Communist Party of China, all localities and departments have focused on expanding employment and safeguarding the legitimate rights and interests of migrant workers, and continuously strengthened and improved the work of migrant workers, and achieved remarkable results. With the rapid development of industrialization and urbanization in China, the group of migrant workers is expanding and their structures are constantly changing. Their employment and rights protection are facing some new situations and new problems.

The rural migrant workers who participate in the new rural cooperative medical system are hard to get reimbursement in the imported place, and the medical insurance for the urban workers is higher, which leads to some migrant workers who have not participated in any medical insurance. Poor housing, living environment and poor eating conditions affect the physical and mental health of their children and their children. We should vigorously develop small and medium-sized enterprises and private enterprises, and promote the healthy development of the construction, processing and manufacturing industries and household service industries, enhance their ability to absorb migrant workers' employment, and consolidate and expand employment channels for migrant workers. We should further establish and improve the employment information service system for migrant workers, and vigorously promote equal employment opportunities for migrant workers and urban residents.

    We should conscientiously strengthen the protection of the rights and interests of migrant workers. We must adhere to a multi pronged approach to establish and improve the policy system and law enforcement supervision mechanism to protect the legitimate rights and interests of migrant workers. To standardize the working hours system and protect the right to rest and leave for migrant workers in accordance with the law, the enterprises are required to pay labor remuneration according to law on extending work hours and rest days and overtime work on statutory holidays. We should strengthen the construction of occupational safety and health monitoring mechanism and further carry out special actions for occupational hazards. The three level legal aid network of province, city and county should be established to open up "green channel" for migrant workers' labor disputes.

    We should speed up the establishment of a social security system in line with the characteristics of migrant workers. Study and formulate a national social security system for migrant workers, and stabilize the employment of migrant workers can be directly incorporated into the social security system for urban workers, and explore the establishment of low rate, wide coverage, free transfer and continuation of urban and rural old-age insurance and medical insurance system to link up the pension insurance system for migrant workers. We should deepen the reform of household registration system, relax the household registration restrictions in small and medium-sized cities, and attract qualified migrant workers, especially the new generation of migrant workers. We should vigorously promote equalization of basic public services, take into account the needs of migrant workers for various public services, and focus on solving the problems of migrant workers' living conditions, children's education and health care.
