The article said that in October 2010, a group of people sent a letter to Sinopec Group, reflecting the issue of illegal bonus collection, illegal use of Party members' activities and trade union funds by Sinopec's Yunnan Petroleum Branch.

The Party group of Sinopec Group attaches great importance to the discipline inspection team and Supervision Bureau for investigation and verification.

It was found that misappropriation of funds, including security, ranged from January 2008 to February 2010.

According to the investigation, in January 2008, the Yunnan petroleum branch held a leading group meeting to discuss the year-end bonus distribution of employees. The general manager Gao Zhongbao proposed that according to the standard of 150 thousand yuan and 120 thousand yuan of deputy positions, the members of the leading group would be awarded bonuses, and the leading group meeting was discussed and approved. The team members received a total bonus of 900 thousand yuan.

The bonus is included in the total wage.

In January 2009, Gao Zhongbao arranged for the personnel department to give bonuses to the leading group members in accordance with the standard of 60 thousand yuan and 50 thousand yuan. The source and distribution of the funds were: in the name of the training class, the security fund was withdrawn from 366 thousand and 400 yuan, and 421 thousand and 200 yuan was collected from the trade union funds for a total of 787 thousand and 600 yuan.

Involving more than 460 yuan of Party members' activities

The copy of the document also shows that in January 2009, the Yunnan petroleum branch held a leading group meeting, and decided to spend 2 million 548 thousand and 800 yuan Party member activities with the headquarters approved year-end bonus, surplus education funds, security funds and so on in the 2008 annual bonus payment. The local city companies issued the party members' activities funds into the year-end bonus of employees. In January 2010, the Yunnan Petroleum Branch made a balance of 2 million 100 thousand yuan for Party members' activities in 2009, which was extracted by the local companies according to the standards, and incorporated into the annual assessment award.

Issue retirement leaders in the name of "condolences to difficult workers"

In February 2010, the Yunnan Petroleum Branch, in the name of "condolences to the needy workers", issued the first 230 thousand yuan of trade union funds to the former leading group members in a one-time way by borrowing money from the administration and then repaying the trade union funds.

The above bonus is 6 million 418 thousand and 800 yuan.

A copy of Sinopec documents says that the implementation measures of the top executives' remuneration of the group company stipulate that except for the remuneration paid by headquarters, the top management shall not get any gross salary in any form or any name other than the regulations.

The members of the leading group of the Yunnan Petroleum Branch receive bonus in the enterprise, which violates the salary management regulations of the group company.

In addition, the funds for Party members' activities are used for Party building and ideological and political work at the grass-roots party organizations, Party members' education, learning and various intra party activities; trade union funds are used for basic level staff education and other activities carried out by the trade union.

No unit or individual shall encroach on, misappropriate and arbitrarily allocate funds for the activities of Party members and trade union funds.

The Yunnan Petroleum Branch has used surplus party members' activities funds and trade union funds for year-end bonuses, which violated the provisions on the activities of Party members and the management of trade union funds.

Illegal bonus is required to be returned.

The study of the Party group of Sinopec Group decided that the leading group of the Yunnan Petroleum Branch returned to the bonus which was illegally received; the general manager of the branch, Gao Zhongbao, was the chief executive officer of the company, and the relevant provisions of the central, state and group companies were not strict or serious, violating the relevant rules and regulations, resulting in adverse effects.

Gao Zhongbao has been appraised as an outstanding entrepreneur in Yunnan.

Sinopec Group official website information shows that Gao Zhongbao was born in April 1962 and graduated from petroleum commodities Department of Jilin Institute of Chemical Technology. He joined the work in August 1981 and worked in oil product management for nearly 30 years. Now he is the general manager and Deputy Secretary of the Yunnan Petroleum Branch.

In 2006, he was elected chairman of the Yunnan oil products Circulation Association. In 2007, he was elected as a member of the Yunnan provincial CPPCC. In 2009, he was selected as the eleventh outstanding entrepreneur in the province of Yunnan by the Federation of Hong Kong enterprises.

According to the Yunnan daily report, Gao Zhongbao was appointed general manager of Yunnan Petroleum Branch, and the company's operation quality, market position, network development, internal management and other work went to a new level.

The sales volume of oil products jumped from 3 million 290 thousand tons in 2006 to 4 million 30 thousand tons in 2008. Under the abnormal market supply, the retail sales of gas stations increased by 30%.

In 2008, the company's non oil business came from scratch, and realized 25 million 600 thousand yuan in 5 months.
