    (3) parallel, that is, running documents in the same organization system, or running documents between non subordinate organs in the same organization system.

    Authority refers to the functions and powers of this organ in its organizational system.

    Power is not only the necessary condition for the organs at all levels to deal with the public affairs within the scope of the administration of this organ, but also the basis for dealing with the relevant official documents.

    Within the purview of this organ, it is dereliction of duty to do so and not to do so. In the absence of the terms of reference of this organ, it should not be contrary to the text.

    1. the functions and powers of this organ
