Children's clothing is one of the important export commodities in recent years in China.

In 2010, the clothing export market in Ningbo exported 14268 batches of infants and children's clothing, and the value was $244 million, which increased by 24.11% and 40.23% respectively compared with 2009.

With the improvement of safety requirements for children's clothing in developed countries such as Europe and the United States, it is particularly important for China's export children's clothing enterprises to further consolidate the international market.

Not long ago, a group of 4000 cotton boy breeches exported to Spain, produced by a company in Ningbo, were found to be unqualified products by the Ningbo inspection and Quarantine Bureau because of the opening of 5~12 mm. The reason is that if children accidentally insert their fingers into the opening, they can easily be wrapped and difficult to pull out, thereby preventing the finger tip blood circulation and causing finger necrosis in children.

The inspector immediately explained the seriousness of the problem to the enterprise. At the same time, he asked the enterprise to start rectification immediately and help the enterprise put forward a new design plan.

Almost 1382 of the girls' short skirts exported to Canada were inspected by a company in the Ningbo economic and Technological Development Zone. After inspection, it was found that the girth of the skirt was 80 centimeters long and not fixed. Because the index involved safety items, there was a potential safety hazard, and the inspection and quarantine Department decided that it was not qualified and was not allowed to leave the country.

With the increase of safety requirements for children's clothing in Europe, America and other countries, I export children's clothing.

In Europe and the United States, children's clothing is widely used as a "children's product" for supervision. The relevant products are increasingly stringent in terms of technical regulations and standards. However, the three elements of "human, equipment and management" in China's spinning and weaving industry are generally inadequate, which objectively causes relevant enterprises to be unable to cope with laws and regulations.

According to the survey of Yinzhou, a major textile producing area in Ningbo, nearly 60% enterprises have no design and qualification for incoming samples. Only 35% of enterprises have the ability to carry out testing and other automatic control, and most of them can only carry out preliminary control of simple items such as color fastness and shrinkage.

In addition, the product design is dominated by the customers, the production enterprises produce according to the samples or drawings, and they do not know enough about the technical regulations and standards of the importing countries.

The inspection and quarantine department found that 36% of the enterprises indicated that they knew about the export related requirements initially, and nearly 3/4 of the enterprises learned from the information sources such as regulatory authorities. The enterprises generally lacked the enthusiasm for learning. Only 5% of the enterprises were confirmed to have "complete mastery" because they had encountered quality incidents, and 60% of the enterprises reflected that the "customer requirements" were equivalent to the standards and regulations.

In view of the new demands of the developed countries, it is particularly important for Chinese enterprises to defend the market share of the hard won children's clothing market and further consolidate their development.

In this regard, professionals believe that the departments concerned should first strengthen the supervision of the export of children's clothing, and list them as "children's products" such as toys, and not only belong to the category of clothing, but also adjust the regulatory measures in a timely manner according to the domestic and international situations. Secondly, we should introduce risk management mechanism, gradually explore the establishment of supervision mechanisms like toys and other products, carry out the licensing or examination system for children's clothing export enterprises, ensure that the relevant enterprises have the process control capability of the contract design review and development, and guide enterprises to establish the management system of key raw materials. Third, we should increase the promotion and implementation of the existing standards for children's wear products, and deepen the research and formulation of relevant standards in the physical and chemical safety performance of children's clothing.

In addition, trade associations should fully explain the policies and regulations and educate them so as to enhance cooperation among enterprises, enterprises and testing institutions.
