We should increase credit input to cold chain logistics centers, use supply chain financing and mortgage loans to solve the problem of financing difficulties.

Strengthen coordination with the tax authorities, increase the implementation of the value-added tax deduction policy for agricultural products, study and adopt the approved deduction of agricultural product input tax, and implement the deduction policy.

We should improve the price policy of production factors and promote the basic price of water, gas and heat in industry and commerce.

Encourage schools, factory canteens, catering enterprises and other agricultural production base to establish a diversified production and marketing link to reduce the cost of circulation.

In the period of "12th Five-Year", the proportion of raw and fresh agricultural products of large and medium-sized cities will be doubled through the sales of supermarkets to 30%.
