    On the 3 day, the executive meeting of the State Council decided that from 2011 onwards, 1631 central enterprises and 2 enterprises should be included in the implementation scope of the central state-owned capital operation budget, and the central enterprises should be appropriately enhanced in the year of 2011.

    The state capital gains paid to the state are commonly known as "dividends".

    Experts believe that this will strengthen the nature of "all the people" of the central enterprises, help to promote the reform of income distribution, help regulate the operation of central enterprises and curb the blind investment of central enterprises.

    For the dividends paid by central enterprises, the state should make overall plans for enriching social security funds and building public services such as public R & D platforms.


    The budget of state capital operation is the budgetary revenue and expenditure incurred by the state in obtaining the state capital gains in accordance with the owner's identity and distributing the proceeds.

    In fact, compared with the total profits realized by the central enterprises, the dividends paid by the central enterprises are still only a small part.

    At present, the central enterprises whose dividends are paid are divided into three stalls. The first category is the industry with resource characteristics. The proportion of the turnover is 10% of the net profit; the second category is the general competitive industries, the proportion of which is 5% of the net profit; and the third category is the national policy enterprise, which has been suspended for 3 years since 2007.


    According to statistics, from 2007 to 2009, a total of 157 billion 220 million yuan of state-owned capital gains were collected from the central enterprises, including 13 billion 990 million yuan in 2007, 44 billion 360 million yuan in 2008, and 98 billion 870 million yuan in 2009 (including 60 billion yuan of special capital gains from restructuring telecom enterprises).

    In 2010, the budget revenue of the central state owned capital operation was estimated at 42 billion 100 million yuan, plus 1 billion 900 million yuan in the previous year, with a total of 44 billion yuan.

    How high should the dividends be paid to the central enterprises? Wang Xiaoguang believes that, theoretically speaking, on the basis of meeting the needs of the sustainable development of the central enterprises, the profits of the central enterprises should be turned over to the majority if the income of the central enterprises is higher than the average level of the society.


    The number of enterprises turned up is much less than that of central enterprises.

    "This is also conducive to standardizing the operation of central enterprises, so that the central enterprises can not afford to spend too much money, resulting in blind investment.     Zhang Chunxiao, Minister of the Advisory Committee of the SASAC Research Center, said that the central enterprises should not only consider the economic benefits, but also consider the social benefits. "As a whole enterprise, the central enterprises should make more contributions to the country."

    The state can use the dividends paid by the central enterprises to enrich the social security fund, build a public R & D platform, and promote energy conservation and emission reduction and industrial restructuring.
