This summer, due to the expected increase in wheat prices, the main wheat producing areas such as Jiangsu and Henan staged a war of grabbing grain. As long as they have a car at home, they can go to villages to buy grain, and most of these grain brokers do not have grain acquisition qualifications.

Jiao Shanwei, editor in chief of China Grain net, told the first Financial Daily reporter: "these years, there are more people doing grain trade, especially some funds in other industries, and some grain brokers in the countryside."

This time, the State Grain Bureau hopes to check the grain purchase market everywhere by checking the qualification of grain operators.

The state grain administration requires that all localities should conduct a comprehensive verification of the grain purchase qualifications of all kinds of grain purchase subjects in accordance with the relevant provisions of the "Regulations on the management of grain circulation" and the specific conditions for grain purchase activities stipulated by the people's Government of the province (autonomous region and municipality directly under the central government) during the autumn grain acquisition period.

We must resolutely prohibit the acquisition of grain acquisition activities in accordance with the regulations, but do not acquire them. If we have acquired the qualifications, but no longer meet the requirements or fail to fulfill their obligations, we must suspend or cancel the acquisition qualifications depending on the circumstances.

In addition, the state grain administration requests that operators who directly engage in grain acquisition or entrust acquisitions in different regions, and those who fail to purchase records at the county level grain administration departments or fail to report the quantity of grain purchase, shall stop their grain acquisition activities and, depending on the circumstances, suspend or cancel their acquisition qualifications by the issuing organ.

In Jinxi County, the main rice producing area of Jiangxi, because the price of rice is lower than that of Fujian and Guangdong, the local rice pport is sent to Fujian and Guangdong for thousands of miles, and there are still profits to be made. Therefore, the grain trade units from other places go to Jinxi to buy rice. The price given is higher than that of the local rice processing enterprises. The latest measures of the State Grain Administration help to reduce the phenomenon of grain cross regional acquisition.

Prohibition of grain harvest in grain reserves

The grain brokers and the four grain merchants are many, but they can only be counted as "guerrillas" compared with the strong grain reserves.

The grain reserves also received the special attention of the state grain administration again.

Earlier this newspaper reported that in order to stabilize grain prices, relevant departments have asked grain reserves to stop all non policy businesses such as grain trade, and only grain reserve rotation can be carried out as usual in policy business.

The document issued by the State Grain Administration yesterday reiterated this request. The document stipulates that commercial enterprises operating directly under the State Council in violation of the relevant requirements of the State Council shall be prohibited from engaging in other commercial activities other than those directly related to the operation of reserve rotation, i.e., the acquisition, sale and storage of stored grain.

This is the four sector jointly issued by the national development and Reform Commission in September 4th this year to purge the policy grain storage of grain reserves. The departments concerned once again directed the grain macro-control to grain reserves.

Before and after September this year, some localities and enterprises reflected that when grain prices were being implemented at the lowest purchase price and the temporary storage of grain in the state, the grain storage in some grain depots in the grain storage area was obstructed to obstruct grain export, exceeded the prescribed standard arbitrary charges, and the grain quality did not meet the requirements. From the current situation, the driving force of agricultural price increases has not yet showed signs of abate.
