The Ministry Of Land Will Implement Land Use Index Tilt Policy In The Central Region.

The Fifth Central Committee of the Central Committee of six provinces and the relevant ministries and commissions of the central government held the central forum Nanchang Conference on 25.

Speaking at the meeting, Zhang Hongtao said that the Ministry of land and resources will implement the index tilting policy for land use planning in the central region, guarantee the needs of major infrastructure construction, new and high technology industries and modern service industries in the region, rationally arrange the land for industries such as equipment manufacturing, new building materials, deep processing of agricultural products, and large scale coal and energy chemical bases; make overall arrangements for the cross regional infrastructure land; and carry out pilot work on linking urban and rural construction land in an orderly manner.

Zhang Hongtao said that the Ministry of land and resources will support the central six provinces to develop land planning, plan and optimize the pattern of land development and utilization, promote the construction of land ecological security barriers in the central region, support the central region to speed up the revision of land use master plan, and co-ordinate all kinds of industrial land, with the focus of Wuhan city circle, Zhongyuan city group and Wanjiang City belt, and give full play to the overall benefits of regional land use.

Zhang Hongtao said that the Ministry of land and resources will support the construction of the grain base in the central region, improve the assessment system and safeguard measures for the responsibility of cultivated land protection, guide the compilation of rural land consolidation planning, and encourage the central region to carry out comprehensive improvement of farmland, water, roads, forests and villages, and promote the construction of the national grain and food reserve base.

In addition, the Ministry of land and resources will also support the implementation of mineral resources planning in the central region, co-ordinate the exploration, development, utilization and protection of mineral resources, lay the foundation for the construction of national energy and raw material bases, and promote the pformation of resource advantages to industrial advantages and economic advantages; guide the development of land management reform in the comprehensive reform pilot area of the "two oriented" social construction in Wuhan city circle, Changsha Zhuzhou Xiangtan Urban Agglomeration, and so on; support and strengthen the exploration and deep prospecting work in the middle and lower reaches of the Yangtze River, Nanling, Xiangxi Hubei, western Henan, Hebei and Hebei, and support the mine environmental restoration and control and improve the geological hazard monitoring system.
