Ministry Of Finance: Closure Of Small Leather, Printing And Dyeing Enterprises Capital Subsidy Method
The Ministry of Finance and the Ministry of industry and Commerce jointly issued a notice in September 21st to speed up the process.

In order to eliminate backward production capacity, the central government decided to subsidize the closure of small businesses, and the subsidy funds are allocated to the provincial financial departments by the central government.
The above-mentioned two ministries and commissions issued the notice entitled "management of the central government's subsidy for small enterprises' subsidies". The key point of support for the subsidy funds this year and next is to promote energy conservation and emission reduction, eliminate backward production capacity and safety risks, and focus on closing down small businesses such as small smelting, small chemical industry, small building materials, small paper making, small leather making, small printing and dyeing, small brewing, high energy consumption, serious pollution and prominent safety hazards.
The "closed small business" as mentioned in this method refers to the administrative closure of small businesses which have problems of overcapacity, waste of resources and energy, environmental pollution, outstanding safety risks, unreasonable layout, etc., according to relevant laws and regulations and industrial policies of the state.

The subsidy funds are allocated according to the principle of "emphases, openness, pparency, and effectiveness", and comprehensively consider the number of small and medium-sized enterprises that are actually closed down, and the geographical differences.
The specific standard of subsidy is that the amount of subsidized small businesses that meet the requirements is the total average wage (yuan / year) of the enterprises in the last year.
The subsidy coefficient is comprehensively determined according to the budgetary arrangement of the central financial year and the number of employees involved in the closure of small businesses.
For national poverty counties (cities), the subsidy coefficient is appropriately raised.

The central finance department is allocated to the provincial financial departments, and the provincial finance departments, together with the competent departments of industry and informatization, formulate specific capital utilization plans, organize and implement them, and timely issue funds to the enterprises concerned.
The scope and key points of subsidy for small businesses' subsidy funds will be determined and adjusted in time by the Ministry of industry and Commerce in conjunction with the Ministry of Finance in accordance with national macroeconomic regulation and control objectives and industrial policies.
According to the arrangement, the provincial departments of industry and information technology, together with the finance department, will report to the Ministry of industry and information technology and the Ministry of Finance on the next year's plan to close small businesses before April 30th.
