Recently held in Beijing, Zhou Changyi, director of the energy conservation division of the Ministry of industry and information, said at the meeting that at present, China is in the middle stage of industrialization and urbanization. The heavy chemical industry must continue to develop, and the absolute amount of energy and resource consumption will further increase. The constraints on resources, energy sources and environment that the next development will face will be more prominent.

Therefore, in the "12th Five-Year" period, accelerating the pformation of development mode and developing green industry is an important theme of China's industrial development.

The Ministry of industry and Commerce will focus on eight tasks in developing green industries.

First, vigorously carry out the low-carbon pformation of traditional industries.

At present, industrial consumption energy accounts for 71.3% of the whole society, and the energy saving potential is also great.

Therefore, although China has made great achievements in energy saving and emission reduction over the past decade, the potential for energy conservation is still great.

The low carbon technology pformation of traditional industries should be vigorously promoted.

Second, speed up the elimination of backward production capacity.

Recently, the Ministry of industry and Commerce announced the list of more than 2000 enterprises with backward production capacity in 18 industries. The next step is to take a series of comprehensive measures to accelerate the elimination of backward production capacity.

Third, pay close attention to enterprises.

At present, the energy conservation management of Chinese enterprises is still far behind the advanced level of the world.

In this regard, a series of energy management systems will be established to put forward requirements for energy management of enterprises.

Fourth, we should promote the benchmarking of energy efficiency of key industries and key enterprises, aim at the international advanced level, find out the gaps and formulate measures.

In this respect, Japan has a "leader system" which requires that all enterprises in the 6~8 years must be pformed to the most advanced level.

This experience is worth learning from.

Fifth, we should vigorously enhance the technological level of energy conservation and emission reduction, and organize and implement the evaluation and Application Research on energy conservation and emission reduction in key industries.

It is necessary to study and formulate the catalogue of advanced and applicable technologies for energy saving and emission reduction in key industries, the technical policies for energy saving in key processes, and the special plans for the popularization of key energy-saving technologies.

Sixth, vigorously develop the circular economy.

We should take the special plan of recycling non-ferrous metals as the core, do a good job in recycling copper, aluminum, lead and zinc, and raise the level of recycling of resources.

Seventh, accelerate the establishment of resource-saving and environment-friendly enterprises.

Eighth, lay a solid foundation for industrial energy conservation and emission reduction.
