    Next to the three are the Xinyang experimental station of the province, which also has a 400 flower ginning plant, while the Xinyang experimental station of the province is less than ten thousand mu, and does not grow cotton. At the same time, there are no less than 10 enterprises in the 200 type rolling mills of the three town and the salt town.

    Due to changes in industrial policies and market orientation, the area of cotton planting in these two towns is reduced by 10% annually.

    And from the whole country, we have not eliminated the 200 type of baling machine manufacturers from the policy. There should still be room for the soil baler to crack down and ban.

    Whether the industry is disorderly competition is not reduced but increased.

    Through the quality inspection system reform, the survival space of the 400 type ginning factory is far less than before the reform.

    Theoretically speaking, the size of each large balun cotton production line will be more than 2500 tons.

    Since the reform of cotton circulation system in 1998, the processing enterprises with annual processing capacity reaching or above 2500 tons have not had one in Jiangsu.

    In addition, enterprises that have accepted notarization tests have already achieved "order production", that is, purchasing processing according to the quality requirements of cotton enterprises, and selling them according to the results of notarization inspection. This is only a utopia. During the period of national storage and purchase in 2007, the 400 type of ginning plants accepted notarization inspection for storage, and approved or sold the products according to the notarial inspection results, and provided the results of the public inspection to the buyers, thereby reducing the intermediate inspection links and achieving the purpose of compressing the cost, while the cost of sampling and inspection in the production process was much higher than that of the compressed "cost".

By the restriction of total purchase amount and acquisition cost, most of the 400 types of ginning factories that have passed quality inspection and pformation have not yet been given scale benefits, but are rather tired by the scale of the enterprises.


    It is helpful for the government departments to make macro decisions and facilitate the enterprises to make production plans.

    Theoretically speaking, the quality and quantity of cotton bags after cotton quality inspection reform are open and pparent. Both government departments, cotton production and processing enterprises, and textile industry can get corresponding data in time.

    Mastering the total amount and quality of cotton resources in China is an important basis for formulating cotton production, demand and import and export policies.

    The problem is that our country has about seven million tons of output per year. The largest number of cotton that we receive in public inspection is 2007, or only 20% of that year's output.

    The data of the public inspection can be accurate and the output data are inaccurate.

    The guiding role is very difficult to achieve scientific.


    Judging from the situation of cotton resources in our enterprises and the practice of scientific decision making in operation, since 1998, there has never been a scientific data to guide our business decisions, and we can only cross the river by feeling the stones. Every time we buy the season, we go to Shandong, Anhui and Xinjiang to grab a little cotton to come back to processing and operation.

    Fluctuations in the economic efficiency of enterprises are too large to affect the survival of enterprises.

    Therefore, it is very important and necessary to strengthen the reform of cotton quality inspection system and create a fair and fair market environment for the enterprises that have passed the reform of cotton quality inspection system.
