In accordance with the general plan of the State Council on the reform of the cotton system, and in the critical period when the cotton system reform is about to be completed, we should deepen reform, improve the mechanism and enhance the level of capacity.

We should seriously study new situations and new problems in supervision and enforcement of counterfeit fibers, including the possibility of resurgence of "black cotton", the issue of making and selling counterfeit and shoddy cotton products, the problems of laws and regulations for reprocessing fibers, and the quality control of fiber products used for disaster relief.

Once a problem is discovered, it is necessary to study it in time and solve it as soon as possible.

We must make every effort to do a good job in the new cotton year's work. We should pay enough attention to the quality problems caused by the continuous rise of cotton prices at present, ensure that there are no major and vicious quality incidents, ensure that there is no regional quality problem, and crack down on illegal activities in manufacturing and selling fake and shoddy products.
