According to the "opinion", pushing forward the pfer of textile industry is conducive to giving full play to the advantages of talents, technology, market and information in the eastern coastal areas, breaking through the restrictive factors such as shortage of land resources, increasing environmental pressure and rising labor costs, improving technological innovation, brand building and supply chain management capabilities, accelerating the pace of industrial upgrading, and playing a comparative advantage in the central and western regions and Northeast China in terms of land, labor, raw materials, energy and so on. By developing textile industry and garment manufacturing industry, developing the economy and expanding employment, it is conducive to making full use of the comprehensive advantages of China's vast territory and strong regional economic complementarity, so as to further enhance the international competitiveness of the textile industry.

The opinions put forward that the eastern region should guide the shift of textile industry to high-end fields and speed up the pace of industrial upgrading; the central region should take advantage of location, talent and resources to gradually establish and improve the manufacturing system of textile industry; the western region will give full play to the advantages of resources, energy and labor force, and focus on the development of characteristic industries; and the northeast region will accelerate the development of advantageous industries by utilizing the opportunity of pformation of characteristic raw material resources, industrial foundation and resource exhausted cities.
