If the quality of the seed cotton is high, the workers will be reluctant to sell the seed cotton to the ginning plant in the regiment, but secretly sell it to the ginning factory with high purchase price outside the regiment.

Therefore, in order to complete the task, the regiment mill had to reduce the quality standard to buy seed cotton, and even had to buy seed cotton with poor quality, resulting in the lower proportion of high-grade cotton in the Corps.
