    US Congress Proposes 2010 Textile Law Enforcement And Safety Law

    2010 the textile law enforcement and Safety Act (TESA) is the first concrete textile law enforcement legislation ever made by members of Congress, Larry Kissell and other representatives of the United States.

    I can absolutely confirm that the illegal entry of yarn and fabric into the United States through the Central American Free Trade Agreement and other preferential areas has forced our industry to cut at least half of its staff.

    The US textile industry is the world's third largest textile export industry, exporting more than US $13 billion last year.

    Export products are exported to partners in the free trade agreement (FTA) and concession schemes, and the survival of the US textile industry relies on strong customs enforcement.

    In the past ten years, the US industry has seen disturbing fraudulent activities increasing.


    In 2010, the textile law enforcement and safety law was aimed at solving these problems, and at the same time, by providing more resources and expanding powers for the US customs, we could plug the loopholes that could be exploited by illegal and fraudulent companies to better combat these bad behaviors.

    The provisions of the bill include:


    Establish an electronic inspection mechanism for textiles and clothing imports;


    The Ministry of homeland security is allowed to use fines and penalties to help pay for investigation and training fees.


    Increase staff in large numbers of imports of textiles and clothing


    A non resident importer scheme is developed to ensure that resident agents are responsible for products imported under their name.


    Cass Johnson, President of the NCTO, said that in this case, the US government needs to assess our border security and import verification system.

    Through effective risk assessment plans, we can better crack down on illegal imports and fraudsters, better promote trade and properly manage law enforcement.


    The customs and Border Protection Department of the United States currently collects more than 25 billion dollars in tariffs annually, of which more than 42% of tariffs come from textiles and clothing imports.

    Therefore, the United States Customs will continue to regard the issue of textiles and clothing as a trade issue that needs priority.


    Eddie Smith, President of the national cotton Commission (NCC), said: "many men and women who work hard in the textile and clothing industry in the United States have lost their jobs due to unfair trade, such as cheating on the sea.

    For 400 thousand Americans who still work in the textile and garment industry, combating customs fraud will send a strong signal that the attitude of the US Congress towards employment is serious.
