1988年3月13日上海市政府頒布《上海市關于閔行、虹橋經濟技術開發區外商投資優惠規定》，規定凡開發區內的外商投資企業，除享受國家和上海市規定的優惠待遇外，還可以享受本規定的優惠待遇：開發區內外商投資的生產性企業，在1995年底以前免征地方所得稅；外商投資企業在開發區自建或購置的房屋，從建成（購置）月份起，免征5年房產稅；開發區內外商投資企業，按規定納稅有困難的，經企業申請，稅務機關批準，可給予減征或免征工商統一稅；對開發區內的外商投資企業，有關單位確保提供生活經營所需的水、電、煤氣、運輸條件和通訊設施等，并按當地國營企業收費標準計收費用；對開發區內的外商投資企業在生產和流通過程中需要借貸的短期周轉資金，經開戶銀行或其他金融機構審核后，確保貸放，必要的信貸資金優先貸放。
