    Notice on Issuing the regulations on the management of industrial injury insurance business (for Trial Implementation)



    The labor and social security departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government:


    In order to fully implement the regulations on work-related injury insurance and promote the scientific, standardized and institutionalized management of industrial injury insurance, I


    The Ministry has formulated the management regulations for industrial injury insurance business (Trial Implementation) (hereinafter referred to as "Regulations"), which is now printed and distributed to you.


    The following questions are announced as follows:


    First, standardizing and unifying the business procedures is an important basic work in the management of industrial injury insurance.


    The operation of insurance business is of great importance in improving the work efficiency and service quality and speeding up the construction of the national social insurance information system.


    Significance.

    All localities should seriously organize the staff of the district management system to learn the specific contents of the regulations and grasp the rules.

    The second national social insurance agency (hereinafter referred to as "social security organization") is handling industrial injury insurance business.


    This regulation is applicable.


    The tax authorities responsible for collecting the insurance premium for industrial injury shall refer to the relevant requirements of this regulation.



    Third, this regulation divides industrial injury insurance business into work-related injury insurance registration, industrial injury insurance premium collection, industrial injury medical treatment and health insurance.


    Reconfiguration and management of assistive devices, treatment and payment, financial management, auditing and supervision.


    Where the social insurance premium has been collected uniformly, the relevant procedures can be simplified according to this regulation.



    Fourth social security organizations at all levels should clarify their responsibilities and set up an assessment system to ensure smooth, fast and high operation.

    The second chapter is work-related injury insurance registration.



    Work-related injury insurance registration includes registration of insurance, registration of change, cancellation of registration, verification and supplement.



    Section 1 registration of insured persons



    Fifth employers, including employees of individual industrial and commercial households, and the same below, apply for industrial injury insurance according to law.


    The registration department shall register for work-related injury insurance, and the employer shall fill in the social insurance registration form (table 2-1) and participate in the registration.


    The situation sheet for workers with injury insurance (table 2-2), and provide the following documents or information:


    (1) business license, approval of establishment of certificate or other approved practice certificate;


    (two) unified code certificate of organization;


    (three) photocopy of the identity card of the insured person;


    (four) other documents and materials stipulated by social insurance agencies of provinces, autonomous regions and municipalities directly under the central government.


    Employers who have already participated in other social insurance schemes only submit social insurance registration certificates and fill in the social insurance registration form.


    "Attendance sheet for work-related injury insurance personnel".

     



    The sixth registration departments of social security organs shall examine the forms and relevant documents and materials submitted by the insured units, and accept them in their own hands.


    10 days from the date of completion of the audit.


    Through examination and approval, the registration department of the social security institution shall establish a database of the insured units, and register according to the business license of the employer.


    The contents are compared with the classification of the national economy (GB/T 4754 - 2002) and the classification of risks in the industrial injury insurance industry.


    Industry risk categories, input units and insurance personnel information, and file the relevant information.

    When the seventh units are changed, the registration department of the social security organ shall handle the registration change for the industrial injury insurance.

    (six) competent departments or affiliation;

    The eighth insured units need to fill out the social insurance registration form (table 2-3) and provide the following documents and information:


    (1) the alteration certificate of industrial and commercial registration and the alteration certificate approved by the relevant departments or units;


    (two) social insurance registration certificate;


    (three) other documents and materials stipulated by social security agencies.



    The ninth registration department of social security organs shall examine the "social insurance change registration form" completed by the insured units, and check the relevant documents.

    The relevant information of the database should be changed and archived, and the original registration certificate should be recovered at the same time.


    And reissue the social insurance registration certificate.

    In case of failure to pass the examination, the social security institution shall explain the reason to the reporting unit.



    The third section canceling registration



    When the tenth participating units have the following circumstances, the registration department of the social security institution handles the cancellation procedures for social insurance.


    (1) cancellation or revocation of business license;


    (two) be disbanded, revoked or terminated.

    (four) other circumstances stipulated by national laws and regulations.



    The eleventh insured units need to fill out the "social insurance cancellation registration form" (table 2-4) and provide them separately according to the type of cancellation.

    (1) write off notice or court ruling unit bankruptcy and other legal documents;


    (two) the relevant documents approved by the competent department of the unit to dissolve, cancel or terminate;


    (three) social insurance registration certificate;


    (four) other documents and materials stipulated by social security agencies.



    The twelfth registration departments of social security organs verify the above documents and materials, comply with the conditions for cancellation of registration, and handle work-related injuries for them.


    Cancellation of insurance registration procedures, cancellation of its social insurance registration certificate, marking in the information system, and notification of collection, treatment.


    The Department of nuclear, payment, and other departments shall seal up their insured information and relevant archival materials.



    Fourth section verification and supplement



    Thirteenth social security organs registration departments regularly carry out industrial injury insurance registration verification, the insured units should fill in the prescribed time.


    The social insurance verification registration form (table 2-5) is submitted and the following documents and information are provided:


    (1) social insurance registration certificate;


    (two) business license, approval of establishment of certificate or other approved practice certificate;


    (three) unified code certificate of organization;


    (four) a detailed list of wages for employees (employees);


    (five) other documents and materials stipulated by social security agencies.



    The fourteenth registration departments of social security organs examine the documents and materials provided by the insured units, and the main contents of the audit include:


    (1) handle social insurance registration, change registration, and verification of the previous year;


    (two) changes in the number of insured persons;


    (three) declare payroll wages and pay industrial injury insurance premiums;


    (four) other contents stipulated by social security organizations.



    The fifteenth social security organs registration departments will send preliminary comments to relevant social security organizations for comments, and determine them based on feedback information.


    Audit results.

    If the audit is carried out, mark it in the information system and add the verification mark or seal on the social insurance registration certificate.


    Chapter 3: when the period expires, it is necessary to change the certificate (no social insurance coverage is taken as the starting point for the first registration), and notify the collection and payment of the treatment.

    The sixteenth insured units have to go to the original issuing authority to make up the certificate because they have lost the social insurance registration certificate.

    The seventeenth departments of social security agencies shall receive the approved form of work injury insurance payment declaration (hereinafter referred to as "verification form of work injury insurance payment").
