During the eleven session of the two National People's Congress, NPC representatives from the textile industry actively participated in politics and politics, reflecting the voice of the grass-roots industry. How to implement the plan of industrial restructuring and revitalization and how to support the healthy development of small and medium-sized enterprises? The hot issues of these enterprises are converging here. In March 6th, the heads of the national development and Reform Commission, the Ministry of Finance and the people's Bank of China held a press conference on dealing with the international financial crisis and maintaining steady and rapid economic development. We hope to further refine the policy in promoting technological progress, fiscal and financial support, and so on, so as to provide an excellent policy environment for enterprises to enhance their capability of independent innovation, expand the application of new materials, increase the added value of products, and introduce professional and technical personnel, so as to benefit the enterprises.

Zhang Ping, director of the national development and Reform Commission: the ten key industries are planning for adjustment and revitalization. The State Council has all deliberated and approved the implementation. The details of these plans will be released to the public in the near future.
The adjustment and revitalization plan of the ten industries is a plan that combines the long distance and the near future, considering the current financial crisis and the better and faster development of the future. Through the test and baptism of this crisis, the quality, level and competitiveness of China's economy can be upgraded to a new level. Therefore, when formulating these plans, we should consider both current and long-term considerations.

We should make the technological level of enterprises able to go to a higher level to meet the needs of future competition and development.
Li Shuirong likened the headquarters economy to "head in the middle, hands and feet outside". According to him, the main content of the chemical fiber industry headquarters and R & D base project is to develop fiber products as the core, and promote the development of chemical fiber industry chain to differentiate and function. The total planning area of the R & D base is 166 thousand and 700 square meters, and the project direct investment is 5 billion yuan, which will form a huge cluster of science and technology and industrial clusters. At the same time, it has also gathered outstanding talents in chemical fiber research and development, and has set up a technological R & D Center for chemical fiber industry.
"We can even believe that the headquarters and R & D base of the chemical fiber industry after completion is only an office building in Qianjiang century city. In this building, we will gather the regional operation headquarters and R & D centers of large scale enterprises, traders, production, circulation and upstream and downstream enterprises in China and abroad. It is matched with the research and development center of chemical fiber industry, the testing center of chemical fiber products, the industry information and logistics center, the industry e-commerce center, the financial investment center and the foreign trade service center.
