China Dyestuff Industry Association Appealed For Policy Support
The global financial crisis has endanger the domestic textile foreign trade, resulting in the collapse of a large number of domestic textile and dyeing enterprises, and has promoted the domestic dyestuff industry to an unprecedented cold winter. In November 13th, the China Dyestuff Industry Association appealed to the relevant departments of the state to give the dye industry the support of the export tax rebate and help the dyestuff industry tide over the difficulties.
Peng Youling, Deputy Secretary General of China Dyestuff Industry Association, told reporters that since the outbreak of the global financial crisis and the sharp shrinkage of the international dyestuff market this year, the export volume of dyestuffs has dropped dramatically. At the same time, a large number of domestic textile printing and dyeing enterprises went bankrupt, resulting in a sharp decline in domestic demand for dyes.
According to customs statistics, in September this year, the volume of dye exports was 11105 tons, down 48.71% from the same period last year. Since the second half of this year, the sales revenue and operating rate of most dyestuff manufacturers have decreased substantially compared with the first half of this year. According to the survey of the major dyestuff manufacturers in China, the average sales revenue from July to October dropped by about 60% from March to June, and the output decreased by 58%.
In the past 30 years of reform and opening up, the dyestuff industry has been developing rapidly. At present, the dyestuff industry has adjusted and eliminated "two high and one capital" products through energy conservation and emission reduction. Several major dyestuff products such as disperse dyes have been cleaned up, and the enterprises have reached the national environmental protection standard.
In July last year, the state adjusted the export tax rebate policy, and the export tax rebate rate of dye products was adjusted from 13% to 0. This coincided with the global financial crisis and made the domestic dyestuff industry have an unprecedented predicament. At present, the China Dyestuff Industry Association is advises the relevant departments of the state to resume the export tax rebate policy for dyestuff products, such as disperse dyes, reactive dyes, reduced indigo, organic pigments and masterbatch, in the dyestuff industry. In addition, the dyestuff association is actively promoting technological innovation and increasing industrial restructuring so as to maintain stable development of dyestuff industry.
In November 10th, when Premier Wen Jiabao deployed the central policies and measures, he pointed out that efforts should be made to maintain steady export growth. We should make comprehensive use of export tax rebates, foreign trade development funds and fiscal discount policies to support the export of competitive labor-intensive products with proprietary brands, core technologies, large machinery and equipment, as well as agricultural and light textile.
In November 12th, the State Council held a executive meeting to study the measures to expand domestic demand, pointing out that the export rebate rate of some products should be increased. The dye industry has said that it supports the new policy of the state to help enterprises, and firmly believes that it can be implemented as soon as possible, and hopes that the state can raise the tax rebate rate of dye exports so as to help enterprises tide over difficulties.
