    Rigid introduction to "borrow brain"



    Products lack of independent intellectual property rights, it is difficult to enter the international market, vulnerable to technical barriers to trade.

    In this situation, our city has found a breakthrough through the exploration in recent years, creating a platform for scientific and technological innovation, breaking through the common technical difficulties of the industry, and promoting industrial upgrading.

    Because with the platform of innovation, talents can inject wisdom into Wenzhou wherever they are.



    Leather Research Institute of Wenzhou University is a successful example.

    Through advanced production technology, the Institute has achieved high absorption of chromium meltants and recycling of chromium, making chrome content in tannery effluent only 10% ~20%, which greatly reduced the discharge of heavy metal pollutants. In addition, the common technology of reducing leather pollution has been cracked.

    Lan Yunjun, director and professor of the Leather Research Institute, said that although some leather experts are not in Wenzhou, experts have gathered wisdom through the platform of the Institute to overcome technical difficulties.



    Huazhong University of Science and Technology Wenzhou advanced manufacturing technology research institute has more than 30 experts, of whom 18 are resident in Wenzhou, and the remaining 10 are mostly in the field laboratories, and when necessary, they come to Wenzhou.



    From 2004 to date, our city has built the National Academy of Sciences Wenzhou Joint Research Institute, Huazhong University of Science and Technology, Wenzhou advanced manufacturing technology research institute, Lanzhou University of Technology Wenzhou valve Engineering Research Institute and Zhejiang Wenzhou Light Industry Research Institute and other technological innovation platform.

    According to preliminary statistics, in 2007 alone, more than 120 experts and technicians from the above four major technological innovation platforms launched more than 120 scientific research projects, and developed a number of new technology products, which broke through a series of key technologies, and made positive contributions to the promotion of our city's industrial upgrading.



    In the early years, the introduction of talents in our city was mainly rigid. Now, the talent form has been developed to build an innovation platform.

    In the past, the emphasis was on lending people to the outside world. Now, the emphasis is on "borrowing the brain". In other words, "do not ask where you are, but use it", no matter where the talent is, as long as you can borrow their wisdom and serve the development of Wenzhou.



    The introduction of talents should not be quick and quick.



    Yang Wei, vice president of the Wenzhou Advanced Manufacturing Technology Research Institute of Huazhong University of Science and Technology, found that most of the SMEs in Wenzhou were small and medium-sized enterprises, and their research and technological strength was weak. Many business owners were eager for quick success and instant benefits. They always hoped that the technology projects of experts would be able to get instant results and benefit immediately, rather than invest in research projects with long R & D cycles.

    In fact, R & D cycles of high value-added projects tend to be longer.



    In this regard, Zhejiang Wenzhou Light Industry Research Institute executive vice president Wang Yingjun also has the same feeling.

    He found that some owners worried about the long development cycle, unwilling to bear the risk of research and development failure, rather than spend money on ready to produce technology.

    This has led some enterprises to introduce high skilled talents with high salaries.



    At present, some large enterprises in our city have established R & D centers and imported experts from home and abroad, but most SMEs do not have such strength.

    However, more than 95% of the enterprises in our city are small and medium-sized enterprises.

    This reality forced the government departments to introduce more effective support policies to guide business owners to attract high-level talents and retain talents.

    In addition, it is necessary to establish R & D centers through trade associations and chambers of Commerce, and achieve results sharing.
