According to the relevant regulations of the State Administration of Taxation of the Ministry of finance, the State Development and Reform Commission, the General Administration of customs, and the State Administration of Taxation on the implementation of the opinions of the State Council on accelerating the revitalization of the equipment manufacturing industry, concerning the import tax policy (fiscal customs [2007] 11), since January 1, 2008 (with the date of customs acceptance of the enterprise declaration), the import tariffs and import value-added tax paid by domestic enterprises for the development and manufacture of large non road mine dump trucks and some key components and raw materials imported have been retreated.

The following issues are now announced as follows:

1. Large scale non highway mining dump trucks as announced by the public announcement mainly include: large electric wheels with rated load of not less than 108 tons, non road mining dump trucks and large mechanical pmission non highway dump trucks with rated load of not less than 85 tons.

Two, the list of imported key components and raw materials, which is entitled to the policy of retreating, should be listed in the annex.

The provisional tariff rate shall be applied to the imported key parts and raw materials listed in the list of the refunds.

In the future, the varieties listed in the refund list will be adjusted in time according to the application of enterprises, the implementation effect of policies, and the domestic supporting capabilities.

Three. When importing the above key parts and raw materials, the enterprises enjoying the policy of retreating should declare the import separately to the customs, and apply directly to the Customs at the place of import to refund the procedures in advance according to the certificate of tax rebate issued by the Ministry of finance.

The specific operation procedures shall be handled according to the relevant provisions of the prior withdrawal.

Four, the key parts and raw materials that have been imported before the announcement of this announcement from January 1, 2008 to the customs shall be examined and approved by the customs without fail, and they will be allowed to go back in advance according to the provisions of this announcement.

Five, from April 1, 2008 onwards, the newly approved domestic and foreign investment projects (approved by the project, approval or filing date, the same below), importing a non road electric wheel dump truck with a rated load of not more than 328 tons (tax code: 87041030), a non road articulated dump truck rated at less than 40 tons (tax number: 87041090), and all mechanical pmission non rigid dump trucks (tax code: 87041090), all will stop the import duty exemption policy.

Before and after the approval of domestic and foreign investment projects before April 1, 2008, the project units will apply to the Customs for the examination and approval procedures of tax exemption and exemption before October 1, 2008, and if the customs accepts them, the above-mentioned equipment whose import is in line with the original tax exemption condition can still be carried out in accordance with the relevant provisions of the State Council Circular on adjusting the import equipment tax policy (No. 1997 [37]). Since October 1, 2008, the customs and Excise departments will no longer accept the application of the off-road electric wheel dump truck with the rated load less than 328 tons under the above-mentioned domestic and foreign investment projects, the non highway articulated dump truck with the rated load of not more than 40 tons, and all the specifications for the filing and examination and approval of the exemption and exemption for the mechanical pmission non rigid dump trucks.
