Recently, the director of the Ministry of foreign trade of the Ministry of Commerce issued a statement on this issue:

After the integration of textiles in 2005, some countries in Europe and the United States, for fear of the great potential of China's textile exports, frequently adopted various trade remedy measures on Chinese textiles and continued to spread to other countries, which affected the stability of China's overall textile trade environment after integration.

In 2005, China, Europe and the United States signed a memorandum of understanding on bilateral textile trade after rounds of negotiations. The package settled the Sino EU and Sino US bilateral trade frictions, alleviated the concerns of other developing countries on textiles, created stable and predictable trade environment for Chinese export enterprises, and made contributions to the smooth pition of the global textile trade integration.

During the implementation of the Sino US bilateral memorandum, China's textile exports to Europe and the United States steadily increased, the product mix was continuously optimized, and the share in the import market continued to increase.

Facts have proved that the memorandum has taken into account the interests of many parties, and has played a good role in promoting the healthy development of the labor-intensive industries represented by the textile industry.

In December 31, 2008, the 242nd paragraph of the report on China's entry into the WTO, the 242nd paragraph of the textile measures and the expiration of the Sino US and European Central Textile memorandum, will not be able to quote 242nd more restrictions on our textiles. At present, the international financial market is rapidly turbulent, the world economic growth has obviously slowed down, and the unstable factors in the international economic environment have increased significantly. Our textile exports are facing some new situations and new problems.

According to Chinese customs statistics, in 2008 1-9, my textile and apparel exports totaled $136 billion 940 million, up 8.1% from the same period last year, an increase of 11.9 percentage points from the same period last year.

Among them, US exports to US $19 billion 240 million, an increase of 1.4% over the same period last year, an increase of 28 percentage points over the same period last year.

We will further strengthen dialogue and communication with the countries concerned and create a favorable external environment for the export of our textile products; the competent commercial departments at all levels should continue to do well in service work, guide enterprises to make full use of the bridge and link role, actively carry out the coordination of industries such as self-discipline and reciprocal law, actively maintain export order, and safeguard the steady and sustainable development of China's textile exports; the vast majority of textile exporting enterprises should actively change their concepts, adapt to the new situation as soon as possible, and make arrangements for the export plan in an orderly manner in 2009, so as to avoid blind expansion of production capacity, strive to improve the quality and added value of products, strive to create brand export products, and enhance the international competitiveness and risk tolerance of Chinese textiles.
