In The First Half Of The Year, The Industrial Economy In Hangzhou Is Going Down.

Affected by the appreciation of the renminbi, the export rebate rate, the increase of raw materials, the increase of labor costs and the restriction of the three energy saving and emission reduction restrictions, Hangzhou's industrial economy showed a trend of growth and decline in the first half of this year. The production and operation of enterprises were weighed forward. The growth rate in July was only 13.93%, a record low of second.

"In the face of difficulties, what should Hangzhou do?

This year, from 1 to July, the added value of above scale industries in Hangzhou increased by 100 billion 359 million yuan, an increase of 12.3% over the previous year, which is higher than the average of 0.3 percentage points in the whole province. But in July, the sales value of industrial products above designated size increased by only 13.93% in the same period last year, except that the growth rate dropped to 13.7% in December 2007.

From a regional perspective, industrial development in all parts of the country is generally faced with difficulties. In July, the growth rate of 11 districts and counties (cities) in 14 districts and counties (cities) was lower than that in the same period last year. Some of them have seen negative growth, especially Xiaoshan, which is Hangzhou's industrial and pulling power, and is also lower than the average level of the whole city.

From the industry point of view, the growth trend has fallen into a general state, which is affected by the growth rate decline in July. From 1 to July, the sales value of 27 industries in the 37 sectors of the whole city decreased, and the 3 industries, such as the textile industry, the prevention of clothing and footwear manufacturing, leather fur feathers and their products leaves, appeared negative growth in July.

Although industrial growth is related to macroeconomic regulation and control, the underlying reason is the low added value, the lack of core competitiveness and the weak ability to deal with risks.

In the face of the current situation, how should we solve this problem?

"Now is the difficult period of industrial development, and it is also an opportunity for pformation and upgrading of industrial economy. We must enhance the confidence of entrepreneurs and help enterprises to tide over difficulties together. In winter, spring is not far away."

Wang Guoping stressed that the government should help enterprises develop the market, fully meet all preferential policies, reduce water conservancy funds and property taxes, reduce social insurance premiums by at least 1 percentage points, vigorously support export of foreign trade enterprises, increase the proportion of financial export tax rebates; local tax revenues below 20 million yuan of enterprises (except polluting enterprises and real estate enterprises), increase 50% of project support forms to support enterprises; improve SME financing guarantee and re guarantee system; improve the implementation of enterprise support incentive policies; strive to abolish 148 administrative fees; start e-business into enterprise plan; launch talent limit price housing and improve the special use of housing policy.
