Not long ago, the Beijing Environmental Protection Bureau issued a circular that Beijing will implement temporary environmental control measures during the Olympic Games.

The temporary environmental control measures include: motor vehicle pollution control, pollution site management, unfinished management tasks, discontinuation of business during the Olympic Games, and partial production or stop production of enterprises that meet national standards.

"We have boilers, so we are also upgrading them."

Wang Meng's factory in Tongzhou District is a small and medium-sized clothing enterprise of more than 500 people.

Wang Meng said that his factory boiler has invested nearly 350 thousand yuan in the pformation, leaving the original two old boilers and replacing them with 2 new environmental protection boilers.

"The higher authorities issued a document demanding that the pollutant discharge be achieved by the end of June," Wang Meng said. "After receiving the notification, I have already begun to implement it."

In fact, a lot of clothes enterprises like Wang Meng need to invest money in the pformation of coal-fired boilers.

Zhang Qian, a factory in Shunyi District's Beijing Far East garment company, told reporters that at present, the company has invested 6.7 million yuan in improving the sewage system facilities, mainly the boiler smoke and dust emissions.

And the size of Jinli garment factory in Shunyi District is obviously smaller than that of Wang Meng and Zhang manager. Li Li, manager of Jinli garment factory, said he had no funds to rectify environmental protection, and they would stop production during the Olympic Games.

It is understood that the two level environmental protection law enforcement departments in Beijing and district will also increase the supervision and monitoring of coal-fired boilers before July 1st, and punish the exceeding standard units according to law, and urge them to meet new standards in the emission of coal-fired boilers.

The industry said that in the face of the above environmental protection measures, processing enterprises have two choices: first, carrying out facilities pformation to achieve discharge standards; first, stopping production.

According to the reporter, during the Olympic Games, only a lot of garment processing enterprises in Shunyi District are facing the choice of stopping production because of environmental problems.

"Discontinued enterprises are generally small garment processing enterprises, the annual production orders are not balanced, small businesses temporarily suspend production, abandon the production of spring summer clothing, and so on, directly after the Olympic Games to produce autumn winter clothing, is also reasonable.

Secondly, although the shutdown will bring losses, it will be more cost-effective than the pformation of facilities.

"The clothes that we are working overtime now are summer wear, and summer wear is small profits and quick turnover. Therefore, in order to cope with the reduction or discontinuation of production during the Olympic Games, we need to make the planned production ahead of schedule.

Inventory is the best response for us. "

Wang Meng said that their clothing sold well in the market.

Wang Meng said that shutting down production would be too costly for their enterprises of some size.

"There are more than 500 employees in the factory, and 75% of the company's market share is foreign trade. If the Olympic Games stop production, the profit will be several million yuan if the industry profits are low."

Advance inventory for odd and even numbers

Although Wang Meng has been plagued by the pformation of coal-fired boilers for several months, it can be solved by spending money after all.

At present, Wang Meng is most worried about the logistics and pportation problems during the Olympic Games, and it seems more difficult to solve them.

Reporters learned that, in accordance with the provisions of temporary control measures to strengthen motor vehicle management and advocate "green travel", Beijing will strengthen motor vehicle management from July 20th. During the Beijing Olympic Games and Paralympic Games, single and double numbers of social vehicles will be adopted.

"We are very worried about this," Wang Meng said. Their container shipping port is Tianjin port. They have to deliver the goods through trucks to Tianjin before shipment.

Wang Meng has now contacted a number of pport companies, all pport vehicles are single.

"We are well prepared to ensure that the goods are delivered to the port in the planning period.

Zhang said, "when coal is pported to the railway station, it can not be left at the railway station. It must also be pported to the factory by truck."

He said that enterprises can buy coal in advance, but because of the limitations of venues and capital turnover, it is impossible for enterprises to store too much coal.

"In order to effectively avoid logistics and distribution problems, enterprises must advance inventory and shipment.

Enterprises should take active measures according to their own conditions.

Zhang said, this is also testing the comprehensive strength and emergency response ability of enterprises. Besides, enterprises can take the opportunity to expand production scale and rebuild facilities.

At present, in the sixth implementation of the temporary environmental protection measures for the Olympic Games, it is pointed out that if the extreme adverse weather conditions are encountered, the emergency measures should be taken to control the pollution when the air quality reaches the standard.

But what kind of emergency measures are specific, clothing enterprises are not clear.

Wang Meng hopes that the government can introduce relevant rules as soon as possible, so that enterprises can have a "clear account" in mind, so that they can prepare for the rainy day.
