Industrial Migration: Driving Force Of Market Forces

The peak of the new round of international industrial pfer is also an important opportunity for industrial upgrading in eastern China.

The eastern coastal areas must be determined to make room for the new round of international industrial pfer and accelerate the upgrading and upgrading of the local industrial structure.

"In the past, attracting foreign investment, it felt like digging a wall. Now attracting investment is very popular everywhere and is a guest of honor."

During this year's "two sessions", Tan Xiaolin, the then director of the Jiangxi provincial cooperation office, represents the mentality of the current central provincial officials.

With the rising pressure of environmental carrying capacity and cost of enterprises in the eastern coastal areas, the extrusion of local industries is becoming increasingly prominent, forcing enterprises to scale outward and expand new development space.

Central provinces, including Hunan, Jiangxi and Sichuan, are also attracting large numbers of projects and enterprises under this trend.

"This is a great opportunity for their local governments."

Wang Yunping, an associate researcher of the national development and Reform Commission's Industrial Economics Research Institute, said in an interview with reporters.

From the perspective of industrial pfer in recent two years, the central government has taken frequent measures to meet the bustling scene of enterprises in Guangdong.

At the same time, along with the change of the gradient pfer of coastal industries, the eastern local governments are more open to the pfer of local industries to the mainland under the reality of resource bottlenecks.

As a result, we have formed a situation of coastal dredging and central undertaking.

The reform and opening up led to the economic development of the eastern coastal areas, but also opened up the development gap between the East and the central and western regions.

In the past ten years, the central government has put forward the national strategy of "western development" and "Central China's rise", but the large-scale migration at the micro enterprise level still depends on the market's own strength.

The Ministry of Commerce launched the "ten thousand business westward" project in two years, and began to respond to many enterprises.

But what is different from the past is that the current situation is no longer the wishful thinking of the government, but more enterprises need to take the initiative to move westward for their own development needs.

This has also made the investment promotion in Central China a new step.

    Promoting the trend of pfer

The market is the most sensitive thermometer.

In fact, the eastern coastal areas were once the recipients of industrial pfer, but the current trend makes the role of pfer quietly changing.

Over the past 20 years since the reform and opening up, China's eastern coastal areas have achieved rapid development through undertaking international industrial pfer with their unique location advantages and national policy tilt.

In the sense of economics, industrial pfer refers to the economic phenomenon of pferring one industry from one region to another through the pformation of competitive advantage and inferior position through the p regional flow of industrial elements, which is manifested by the change of industrial spatial location and the re integration and allocation of resources.

With the acceleration of world economic globalization and regional economic integration, the economic links between countries and regions are increasing, and interdependence and mutual influence are increasing. Industrial pfer between the international, domestic eastern coastal areas and the central and western regions is accelerating.

The eastern coastal areas represented by the Pearl River Delta region, relying on the abundant labor force provided by the mainland, relatively cheap land and huge market in the mainland, have seized the opportunities of industrial pfer in Japan and China's Hongkong and Taiwan regions, and have undertaken a large number of processing enterprises dominated by labor-intensive industries, which not only effectively promoted the development of the local economy, but also become an important force to stimulate China's economic growth.

In the 90s of last century, Guangdong became a truly economic province.

In that era, Guangdong alone contributed 1/10 of the total national economy, nearly 15% of its revenue and 1/3 of its total foreign trade.

But in the competition to undertake a new round of international industrial pfer, from the macro level, the eastern region itself is also facing a choice.

To promote the upgrading and upgrading of the local industrial structure, we must pfer a batch of labor-intensive industries to make room for development.

Since 1990s, the flow of resources and production factors has increased worldwide.

In order to seize the commanding heights of future world economy and technology, developed countries have launched a new round of industrial restructuring, vigorously developing new and high technology industries focusing on information technology, aerospace technology and biotechnology.

At the same time, the focus of international industry pfer begins from raw materials to processing industry, from primary products to emerging industries, from manufacturing to service industry.

The level of pfer is also increasing. Multinational companies not only pfer processing and manufacturing links, but also pfer regional economic headquarters, R & D and other high-end links to developing countries, and implement new global strategic layout adjustment.

Zhang Jiangong, deputy director of the Sichuan provincial development and Reform Commission's introduction of foreign investment projects, recently issued a research view that the peak of the new round of international industrial pfer is also an important opportunity for industrial upgrading in eastern China.

Not only are all developing countries actively creating conditions to absorb international pfers, but also efforts are being made to absorb more international industrial pfer among various regions of the country, especially in the eastern coastal areas.

Facing the fierce competition at home and abroad, the eastern coastal areas must be determined to make room for the new round of international industrial pfer and accelerate the upgrading and upgrading of the local industrial structure.

At the micro level, Wang Yunping told reporters that the main driving force of the current round of industrial pfer is also an economic factor, and the advantages of resource elements have changed.

Nowadays, the southeast coastal areas have encountered the restriction of "land".

"Now the land is very tight."

    Wang Yunping said.

Secondly, preferential policies for attracting investment from the central and western regions have been introduced, and the low threshold of environmental protection and taxation also attracts the pfer of eastern enterprises.

It is understood that at present, the land resources available for development in Guangdong account for only 7.5% of the total, far from meeting the needs of economic development for land.

Some developed cities in the Pearl River Delta region are basically unavailable, and for some new projects with higher industrial levels.
